CITY OF MANASSAS ISSUES FULL SERVICE ADVERTISING AND MARKETING AGENCY RFP

The City of Manassas is seeking the services of a full service advertising and marketing agency to support a multi-faceted/comprehensive business development and tourism marketing program for the Department of Economic Development (hereinafter “the Department”) that may include collateral material development, online and print advertising, social media campaigns and website development.

Background:

Scope of Work:

  1. Collateral Materials
  2. The Department utilizes various printed and electronic materials to communicate the City’s pro- business environment to new and existing businesses, as well as the community at-large. Current marketing materials have been produced as-needed however the Department seeks to create a cohesive marketing  package. The Department requires the following services to meet its marketing objectives:
  3. Provide consultation support on the overall marketing strategy, including: collateral “topics,” layout, function and phasing.
  4. Specific deliverables include, but are not limited to: annual reports, community profile, 1-page FAQ’s, brochures and rack cards.

iii.            Experienced graphic design artist capable of creating graphic elements and promotional collateral based on discussions and direction from the Department.

  1. Advertising
  2. The Department places advertisements online and in print in numerous national, regional and local outlets. The contents and advertisements may differ, being unique to each target audience or due to the message to be conveyed. The Department requires the following services to meet its advertising objectives:
  3. Provide consultation support, suggestions, ideas, concepts and the ability to customize, design and produce promotional collateral for advertisement placement and purchase promotional insert space, in close cooperation and as needed by the Department.
  4. Propose an advertising campaign and placement schedule based on publication editorial calendars and their relevant topical issues/subject areas of interest.

iii.            Experienced graphic design artist capable of creating graphic elements and promotional collateral based on discussions and direction from the Department.

  1. Trade Show Exhibition
  2. The Department may attend trade shows of varying industry sectors and different sizes locally and nationally throughout the year, in addition to hosting and/or sponsoring a wide array of events. The Department requires the following services to meet its exhibiting objectives:
  3. Create, develop, produce and deliver graphical elements for exhibit booth(s), including print material.
  4. Provide consultation support, suggestions, ideas, concepts and the ability to customize, design and produce promotional collateral for exhibition and/or advertisement placement.

iii.            Experienced graphic design artist capable of creating graphic elements and promotional collateral based on discussions and direction from the Department.

  1. Photography
  2. The Department may, at times, require original photographs to meet its marketing/advertising needs. Photography requirements may include, but are not limited to; sites, buildings, business and community events, landscapes, scenery, aerials, and various life activities.
  3. Website, Integrated Digital Multi-Channel Marketing Platforms, Blogs and Social Media Outlets
  4. The Department may require the design and creation of a Website, and/or updates to existing websites, which includes the development, interface and presence on social media outlets, such as Facebook, Linked-in, YouTube, and Blogs. The website and social media outlets all need to be well matrixed and integrated in appearance and message that convey a fresh and modern look of local government. The website must be designed intuitively and logically, with the ability to expand for future growth expectations by the Department. The website must have audio/video capability and provide easy upload and content management capabilities by the Department.
  5. Printing
  6. The Department may require printing services of graphically designed artwork advertisements, brochures, documents, reports, maps, guides, envelopes, and more. These materials may be designed in various formats and the successful offeror would be expected to provide affordable, quality printing options for the City’s Economic Development department. These services, as negotiated and required within the individual Project task order, may include but are not limited  to: personalization, color, artwork set-up, folding, insertion, handling and mailing.
