Illinois Department of Transportation Seeking Creative Media Agency

The Illinois Department of Transportation is looking to hire a creative media agency.  They are seeking assistance from a Vendor to develop and produce creative materials for statewide highway safety and other safety campaigns. Campaigns shall be distributed through traditional (television, radio, print) and digital media, and should be designed to reach the Agency’s target audience. The Vendor shall work closely with the Office of Communications and the Bureau of Safety Programs and Engineering to develop appropriate creative content for Public Service Announcements (PSAs), digital and print publications, media events (including earned media) and other public events (i.e., 5-6 events per contract year). The Vendor shall also be responsible for the purchase of air time with television, radio, and online services to run the advertising materials developed through this contract.

Other responsibilities include copying and timely distribution of campaign materials through television, radio stations, and online media (including social media platforms) prior to each safety campaign throughout the term of the contract.

GOAL:

The commercials, online content and public service announcements (PSA’s) produced through  this contract will help reduce crashes, serious injuries and fatalities on Illinois roadways by spreading important safety messages to the traveling public.

Safety and Education Campaigns:

Drive Sober or Get Pulled Over – This campaign is a state-focused anti-drinking and driving campaign funded through the National Highway Transportation Safety Administration (NHTSA).

  • Two 30 second video commercials for television and internet
  • Two 15 second audio commercials for radio and internet
  • Graphics for online advertisements

Click It or Ticket – This campaign is a state-focused seatbelt use awareness campaign funded through NHTSA.

  • Two 15 second audio commercials for radio and internet
  • Graphics for online advertisements

Work Zone Safety – National Work Zone Safety Awareness campaign launches each year in April to promote the importance of driving safely in work zones. The state campaign should make motorists aware of the key work zone safety laws and issues and has the potential to last throughout the construction season.

  • One 15 second audio commercials for radio and internet
  • Graphics for online advertisements and outdoor advertising
  • Educational brochures for print and download

Bicycle and Pedestrian Safety – This is an area where the department has seen a significant increase in fatalities and serious injuries. The focus of the campaign should be to educate motorists, bicyclists and pedestrians alike on laws and activities to increase awareness of the various roadway users and promote safer behavior to reduce fatalities and serious injuries.

  • Two 30 second video commercials for television and internet (one bicycle, one pedestrian)
  • Two 15 second audio commercials for radio and internet
  • Graphics for online advertisements
  • Educational brochures for print and download

MILESTONES AND DELIVERABLES:

Drive Sober or Get Pulled Over and Click It or Ticket Campaigns:

  • Primary buys for these two campaigns are set by NHTSA and typically run during the months of May (Memorial Day) and September (Labor Day) for a minimum of 4 days to a maximum of 15 days. Creative materials should be developed and finalized a month in advance of target buy dates to ensure enough time for Agency approvals.
  • The Agency also runs campaigns during the months of February (Super Bowl), March (St. Patrick’s Day), July (Fourth of July) and December (Holiday Season) that will run for a minimum of 4 days to a maximum of 15 days.  No new creative will be developed for these secondary buys.

Other Campaigns:

  • Work Zone Safety deliverables should be completed in advance of the April kick-off to National Work Zone Safety Awareness week.
  • Bicycle and Pedestrian campaign is anticipated to begin in the early spring.
