ORANGE COUNTY TRANSPORTATION AUTHORITY ISSUES MARKETING RFP

The Orange County Transportation Authority (Authority) invites proposals from qualified consultants to assist with coordinating and staffing outreach and tabling events to support various marketing campaigns and promotions. The budget for this effort is $120,000 for a two-year initial term. 

Background:

The Orange County Transportation Authority’s (OCTA) projects, programs and services affect every aspect of transportation within Orange County. OCTA is a multi-modal agency involved in decisions that affect the daily quality of life for more than three million people who live in Orange County and countless others who travel here. As the Orange County’s primary transportation agency, OCTA is responsible for working with The California Department of Transportation (Caltrans) to improve freeways, partnering with local jurisdictions to improve streets and roads, administering the OC GO (also known as Measure M) Transportation Investment Plan, developing and implementing short- and long-term transportation plans, operating the 91 Express Lanes, funding grants for community circulators and active transportation projects, and coordinating vanpool and rideshare services.

OCTA is also responsible for providing public transportation via countywide bus service and operates 65 routes, including Stationlink rail feeder service as well as local fixed route, OC Flex micro transit service, community routes, intracounty express, and intercounty express service. In addition, OCTA helps funds Metrolink commuter rail service with three lines and a total of 60 trains that provide service in Orange County.

CONSULTANT SCOPE OF SERVICES

SUMMARY OF REQUIRED PROFESSIONAL SERVICES

OCTA is seeking a professional services consultant (Consultant) to assist with coordinating and staffing outreach and tabling events to support various Marketing campaigns and promotions for OC Bus, Metrolink, rideshare and vanpool including, but not limited to, OC Fair, Metrolink’s Angels Express, Rideshare, Dump the Pump, Lunar New Year and community outreach meetings.

The purpose of conducting outreach and tabling events is to generate awareness and build ridership for OCTA’s services, programs, and proposed service changes and/or improvements and to provide information about OCTA services to the public.

A Project Manager from the OCTA Marketing Outreach team will direct Consultant and be the main point of contact. Under the direction of the OCTA Project Manager, Consultant shall assist with coordinating and implementing outreach events as requested. Consultant shall provide an outreach and/or event plan for each event and coordinate facility reservations, event logistics, and other similar tasks as needed. Consultant shall support communications and community outreach efforts by providing information, resources, and other support as necessary and/or possible. In addition, Consultant shall report directly to the OCTA Project Manager and shall be required to attend and participate in public awareness and outreach events as appropriate.

Consultant shall possess experience, knowledge, and skills in outreach and event planning, coordination and presentation. Consultant shall own and maintain their own vehicle. Consultant shall provide, maintain and store necessary equipment for outreach events. This shall include, but is not limited to, pop-up canopies, tables, chairs, easels, holders for marketing collateral, extension cords, safety items (i.e. cable protective covers, duct tape) and all administrative supplies required for a professional appearance.

Specific areas of focus include:

                • Familiarity with principles and practices of effective outreach

                • Event planning

                • Logistics planning and identifications of outreach locations

                • Licensing and/or permits as needed

                • Preparation of logistics plans and site plans

                • Implementation of logistics and staffing of outreach events

                • Handing out and collecting surveys at outreach events

                • Providing presentations

                • Developing partnerships with local businesses

                • Producing post event recap report
