BC Infrastructure Benefits Inc. (BCIB) invites qualified proponents to submit their proposals to BCIB is in need of a creative agency to develop advertising campaigns, collateral, and marketing assets to communicate with potential workforce, contractors, and other stakeholders.

Background:

BC Infrastructure Benefits Inc. (BCIB) helps make sure the benefits that come with building British Columbia’s public infrastructure projects go to the people who call the province home.

BCIB is the Crown corporation responsible for implementing the Community Benefits Agreement between the Province and the Allied Infrastructure and Related Construction Council (AIRCC), which represents B.C.’s major building trades unions.

As the employer for all workers on select major infrastructure projects, BCIB makes sure British Columbians get access to good-paying jobs, skills-development, and apprenticeships. Providing opportunities to underrepresented workers such as Indigenous people, women and people with disabilities will help ensure our province can meet today and tomorrow’s labor needs. This means the economic and social benefits of B.C.’s public infrastructure projects help contribute to stronger, sustainable communities across the province.

Scope of Work:

BCIB invites all qualified Proponents to provide:

                1. Brand Extension

                                a. We are seeking development of brand tone and visual identity beyond logo.

                2. Advertising Creative

                                a. We require full campaign creative development (design and copywriting) and production for a workforce recruitment campaign for Pattullo Bridge and for Broadway Subway line. A brand campaign and additional CBA project recruitment campaigns may also be considered in the future.

                3. Asset Development

                                a. Specific needs will not be identified until the advertising campaign and website creative process is complete, but these may include photography, video, graphics or illustrations.

                4. Collateral Material Development

                                a. Various materials such as handouts, fact sheets, employee onboarding package, etc. will require design and production and in some cases copywriting.

Experience and Project Examples

                • Proponent to demonstrate the ability to develop a full brand personality and brand guidelines by extracting brand insights through a discovery process with BCIB staff, including example(s) of branding work.

                • Proponent to demonstrate the ability to create compelling advertising that inspires action, including example(s) of relevant advertising campaigns.

                • Proponent to outline their ability to create production-ready creative materials from print, radio, and digital advertising to posters and hand-outs to info-graphics. Proponent to identify where they will partner with 3rd party vendors to finalize production.

                • The ability to concept, shoot and produce videos for use on website and social media (could be live action or animated), including example(s) of social media video and other asset creation.

Process

                • The process by which the proponent develops creative, captures and responds to client feedback, builds approval with different BCIB stakeholders and produces the end product.
