7.1. It is the intention of HCDE/CP to establish one or more contract(s) with highly qualified Vendor(s) for
Communications, Creative, Language, and Marketing Services. Vendor(s) shall, at the request of HCDE/CP or any CP member, provide these products and/or covered services under the terms of this RFP and the Contract set forth in Section 5.0 Contract Terms and Conditions. Vendor shall assist the CP member with making a determination of its individual needs, as stated below.
7.2. Services Sought are IDIQ and for Member Organizations
CP is requesting vendors to furnish the services described herein for scopes of work to be determined as needed by our member entities which include cities, counties, educational institutions, and other government and non-profit entities.
Services are to be provided to requesting members on an IDIQ basis. That is to say services and rates charged for those services shall be sufficiently predetermined in vendor’s proposal such that if a contract is awarded by HCDE/CP, CP Members can make a review of the contract, estimate the value of vendors services, and directly engage the vendor to establish a detailed member specific scope of work.
7.3. Qualifications:
- Vendor should be an established company engaged in the business of developing and implementing communications, creative, language, and/or marketing services.
- Vendor shall have qualified key personnel and staff with relevant experience in the services described herein,
- Vendor should have experience working with governmental entities and/or non-profit agencies.
7.4. Responding vendors should provide their full itemized offering of services, associated costs, plus any discount they are able to offer Choice Partners members off their published rates.
For communications, creative, marketing services, and wherever else possible, rates should be expressed as hourly rates. Written translation rates may be expressed in cost per word or per page. For media buys, where the vendor has procured the media purchase from the marketplace, the rate should be expressed preferably as a percentage of the media purchase amount* (or a sliding scale/tiered table of rates based on the amount). Software/SAAS communication service providers should provide pricing which discloses all categories of costs applicable, whether the basis is subscription, number of users, district size, etc., and provide detailed cost explanation of all applicable set up and recurring costs.

- Graphic Design – Photos, illustrations, stationary, brochures, postcards, newsletter, banners, slide presentations, signage, vehicle wraps, event booths, email signatures
- Videography – Script writing, storyboarding, voiceover, photography, editing
- Copywriting – Brochures, website content, reports, brochures, fliers, programs
7.5.2. Marketing Services
- Social Media Management – Content generation (organic and paid)
- Website content and maintenance – Management, creation, accessibility
- Marketing Technology Assessments, UX/UI, analytics, data reporting
- Search Engine Optimization
- Traditional Advertising – Radio, TV, billboards, theaters, print, direct mail
- Digital Advertising – Social media, traditional digital platforms, eblasts
- Media buys
7.5.3. Communications & Public Relations
- Strategic Planning
- Digital or SAAS communications online platforms
- Develop storylines and press releases; coordinate media interviews & press conferences
- Support communication efforts
- Develop and maintain targeted media lists for local, trade and national outlets
