Digital Targeted Marketing Campaign for Montgomery Police Department Recruitment

Scope: The selected vendor will collaborate with the City to design, execute, and optimize a comprehensive digital recruitment campaign. Services include:

A. Campaign Strategy & Media Planning
B. Develop a multichannel digital marketing strategy, leveraging:Paid Social Media (Facebook, Instagram, TikTok, LinkedIn, etc.)Connected TV (CTV) & Streaming VideoDigital Streaming Audio (Spotify, Pandora, etc.)Display Advertising & RetargetingSearch Engine Marketing (Google Ads, Bing, etc.)Provide media mix recommendations and campaign flighting schedule.

B. Creative Development
C. Collaborate with the City’s Communications Department on all creative assets.Design and produce digital-first creative (video, static, carousel, audio, display) optimized for each channel.Provide A/B testing strategies for creative optimization.

C. Campaign Management
D. Implement, monitor, and optimize campaigns in real-time.Provide monthly performance reports and maintain a live campaign dashboard accessible to City staff.Conduct monthly check-in meetings with City staff to review results and adjust tactics.
E. Performance Tracking & Reporting
F. Install and maintain conversion tracking (pixels, tags, UTMs) on the MPD recruitment website.Report on KPIs including impressions, clicks, website visits, engagement, and most importantly, completed applications.Recommend optimizations based on data.
