MARKETING RFP ISSUED BY CITY OF BROKEN ARROW

Scope: The City of Broken Arrow seeks to retain a public relations company that has worked on successful campaigns involving the passage of government initiatives. The objective is two-fold: 1) Maximize citizen input by seeking and gathering feedback through public meetings, forums, and town hall type events; and 2) Educate voters about the bond issue when the project list is finalized.

The City of Broken Arrow will hold a General Obligation Bond Election in April 2026. A General Obligation bond, or GO Bond, is a common financing tool local and state governments use to fund certain projects – usually large capital improvements like roads, bridges, flood control, parks and public buildings. Community feedback has already begun, starting with a Citizen Survey conducted in Q1 2024 and subsequent microsurveys continuing into the spring of 2025. The feedback gathering process will continue through October 2025. The public education process has also already begun and will continue through the election in April 2026. Gathering meaningful public input will be instrumental in a successful vote of the people. We seek to keep the community engaged throughout the process of formulating the bond package.

GENERAL PERFORMANCE TASKS: The contractor shall be responsible for the following minimum general requirements:

1. Coordinate at least three or more informational community meetings

2. Develop and execute a public relations and marketing campaign via internet, direct mail, social media, video, radio, and billboard.

3. Develop a logo for the 2026 Build Our Future BA GO Bond election

4. Design and distribute publications including flyers, bond brochures, postcards, etc.

5. Engage local news media with fact sheets and positive story ideas. Press releases will be distributed through the City’s Communications Director.

6. Create a website specific to the 2026 GO Bond as a resource for citizens to find all information relative to the bond, including but not limited to; videos, contextual articles, graphic illustrations, interactive mapping, etc.

7. Other actions deemed appropriate to meet the educational and promotional objectives of the bond campaign.
