RFP overview This Request for Proposals (“RFP”) is an invitation for Proposers to submit a proposal to the County. It is not to be construed as an official and customary request for bids, but as a means by which the County can facilitate the acquisition of information related to the purchase of services. Any proposal submitted is a suggestion to negotiate and NOT A BID. 2.3 Proposal submission Proposals will be received in the Hennepin County Supplier Portal. Register early to allow enough time to resolve technical issues which could cause you to miss out on this contract opportunity. Proposers are strongly encouraged to make their submissions well in advance of the proposal due date as the process may take some time to complete.

Background Hennepin County, State of Minnesota (“County”) continues the public heath response to COVID19 and is actively working on recovery efforts throughout County communities. Through the American Rescue Plan Act and State and Local Fiscal Recovery Funds (ARPA-SLFRF) program, Hennepin County has a total award of $245.9 million to respond to the economic and public health impacts of COVID-19 and to mitigate its impacts on the community, residents, and businesses. The focus of the County’s recovery efforts is to jump start disparity reduction strategies and drive transformational change for County residents and businesses. Programs, services and projects from the County’s pandemic response and recovery are rooted in the County’s disparity reduction efforts, which are outlined in seven domains: education, employment, health, housing, income, justice, and transportation. The County is also investing in voter participation and elections. More information about the County’s pandemic response and recovery work, including details on specific projects, can be found at https://www.hennepin.us/residents/emergencies/arpa. Hennepin County is seeking agency partnership to provide media strategy, planning, procurement, evaluation and limited creative services. The agency will chiefly work on identified pandemic response project campaigns and adjacent County initiatives through 2024. In alignment with the County’s commitment to reducing disparities, the County seeks partners who can demonstrate expertise, experience, cultural competency and success in overcoming structures and communication barriers that often exclude certain communities. Pandemic response project campaigns will require awareness of and sensitivity to the cultural experiences, norms, differences, and resiliency of County residents, including those who are Somali, African American, Native-American, Hmong, Hispanic/Latino, and other non-white race/ethnicities. Identified campaign areas include but are not limited to:

• Behavioral health 

• Voter education 

• Economic recovery 

• Gun violence 

• Anti-hate 

• Broadband and digital inclusion 

• Housing recovery and emergency shelter 

• Public health 

• Maternal health 10 

• Employment strategies

• Library use awareness and access 

• Opioid use prevention 

• Climate action and waste prevention education 

• Transportation and infrastructure
