Affirmatively Furthering Fair Housing & Moving to Work Demonstration:
There are three elements of DHA’s AFFH & MTW objective.
1. Inform and actively engage underserved demographics within DHA’s jurisdiction of the affordable housing programs available.Develop informational material to help families receiving housing assistance make informed decision on how to identify and move to neighborhoods of high opportunity.Develop information campaign to recruit business partners/landlords in high opportunity areas to participate in the Housing Choice Voucher program.
Describe your plan for creating public and client education and awareness plan to ensure DHA’s AFFH & MTW objectives are met.
Business Development:
There are two aspects of PEAC plan regarding business development: recruitment of minority and women owned businesses and strategically targeting private market property owners in high opportunity neighborhoods to participate in the Housing Choice Voucher program. The active recruitment of minority and woman owned businesses shall be achieved by developing educational material to inform contractors of the viability of contracting opportunities with the agency. It shall include presentation material aimed at informing local chambers and other business associations of contact opportunities.
In the administration of its program services is in the need to purchase goods and/or services for third party organizations. A recipient of federal funds DHA must establish formal policies and procedures in the solicitation of goods/services prior to contracting with third party organizations. DHA would like to establish proactive channels of communications to better inform those firms less likely to know about business opportunities with DHA.
Describe your plan to establish clear proactive communication channels with minority and woman owned businesses.
Under the Housing Choice Voucher program, DHA partners with approximately 6,000 business partner property owners to provide some 18,000 private market rental units for DHA customers. DHA would like to recruit class A and B multifamily and single family owners to participate in the program. The selected firm/s will develop an awareness campaign to target these class type properties.

Opportunity Rising Foundation:
Understanding that academic attainment is the single most effective means to break the cycle of poverty, DHA established Opportunity Rising Foundation, a 501(c)3, to provide academic scholarships to DHA residents seeking to further their education. DHA has provided more than $1 million in scholarships, non-federal funds, thru the foundation. The goal is to develop education material that will bring a greater awareness of the program with the express objective of garnering financial donations from other sources to expand the work of the foundation.

DHA seeks appropriate use of multimedia (website/internet/facebook) and other communication platforms to more efficiently and effectively educate and communicate with the general public and strategic partners about affordable housing programs. With the aid of the public relations firm, DHA will continue to leverage electronic platforms to produce proactive communication material such as annual reports, press releases, as well as industry related stories.

Story Generation and Placement
In collaboration with the selected Public Relations firm/s, DHA shall develop a PEAC plan calendar with planned routine and strategic story placement on all variety of media formats: print, as well as electronic. The story development shall be comprehensive with concise and persuasive messaging. It should highlight major accomplishments of clients served as well as operational milestones, discuss key partnerships ventures, as well as highlighting DHAs best practices. Additionally, the selected firm/s will aid in the development of the Annual Report, periodic Board Reports as well as messaging from Board Chairman and President/CEO.
Describe your plan to develop and manage PEAC calendar and content. Describe your process to place stories in various media outlets. How would you generate story ideas that communicate positive impacts DHA has for its customers and DFW metropolitan area in general.
Real Estate Transactions:
In the development of affordable housing, the DHA interacts with its residents, local homeowner associations, local grassroots organizations as well as elected officials (local, state and federal). In these real estate transactions, it is important to identify all the key stakeholders that should be involved in the planning phase of the development of a potential project. DHA seeks a public relation firm/s that is adept in identifying and organize key stakeholder meetings that help to facilitate the development of affordable housing. The selected firm/s must have experience in identifying key stakeholders, organizing, facilitating public meetings and demonstrated experience in working with the City staff regarding zoning issues.
Describe how the selected PR firm/s will represent DHA in real estate transactions
General Communication, Crisis management and Media training:
Crisis management and media training for the DHA’s Board of Commissioners as well as members of the Executive Leadership members.
Describe methodology for dealing with crisis management as well as media training of key personnel.
Emergency Response:
The response and communication with DHA clients, partners and stakeholders regarding any emergency situation and / or program impact as needed.
