Specifications of Goods & Service
SIGA seeks to engage one vendor to provide the goods and services described noted below in accordance with the terms and conditions hereinafter. The successful bidder shall provide digital media files in the form of a multi-media Commercial advertisement. These files may be for immediate and/or future use.
Scope of Work
The successful vendor shall provide Strategic Marketing Services, such as target market research and storyboarding and Videography, including the full scope of work detailed in this ITT for the purpose of a SIGA branded commercial.
- Deliverables for Commercial media Project:
- Pre-Production Deliverables
- Target Market Research: Determine who the message is being directed to, develop a profile of this audience to guide the creative direction. Sample size must be appropriate and cover areas within Saskatchewan and in vicinity of current SIGA casino sites. To include online target audience for iGaming patrons/potential patrons. Identify the “niche” target audience for the commercial.
- b) Creative Brief: A detailed outline of the creative concepts, target audience, tone, key messaging, to spark interest and provide unique selling points for SIGA. Define strategic objectives and collaborative goals.
- c) Script: A finalized script detailing the storyline, dialogue, and call-to-action, crafted in line with these objectives and goals. Collaborate with videographer to determine resources and project plan.
- Storyboard: A visual outline showing features and key scenes on-screen elements and a complete shot list to ensure clarity on the visual flow.
- Production Schedule: A comprehensive timeline with critical milestones, including deadlines for each stage.
- Casting and Location Selection: Profiles of selected talent and shooting locations that align with SIGA’s branding and project directives. Provide lists of equipment, props and costume requirements.
- Budget Outline: Finalized budget with detailed cost breakdown, aligning with the agreed financial plan, to be determined with the awarded vendor.
- Production Deliverables
- Implement the Shot List: An organized shot-by-shot plan covering every scene, lighting, lenses and angles needed to execute the storyboard effectively.
- Filming Schedule: Daily itinerary for all involved, ensuring the commercial stays on track for completion.
- Initial Footage Samples: Early footage samples of key scenes to confirm quality and brand alignment.
- d) Behind-the-Scenes Documentation (optional): Useful for promotional purposes or transparency in the process.
3. Post-Production Deliverables
- Rough Cut: An initial edit for review, showing the commercial’s structure, pacing, and flow.
- Final Cut: A polished, fully edited version that includes all visual and sound elements.
- Color Grading and Visual Effects: Enhanced visuals matching the brand’s desired look and feel.
- Audio Mastering: Professional sound design, mixing, and mastering with licensed music or sound effects.
- Finalized Formats: Delivery of the commercial in multiple formats suitable for broadcast and online use.
- Usage Rights Documentation: Clear terms of rights and licenses for footage, music, and talent.
4. Project Closeout Deliverables
- Full Report of Metrics and return on investment (ROI) Estimates: Projected impact (reaching target audience) and key metrics for performance evaluation.
- Maintain archived raw footage: For potential future edits or versions.
- Distribution: For local/regional television stations, then potential to take to digital and streaming services. To determine the media release and format(s) in strategic project plan.
- Post-Project Debrief: A meeting to analyze and evaluate the projects’ successes and opportunities for improvement.
- Restrictions include:
- No vendor logos or information to appear on final product.
- SIGA to approve of all creatives, deliverables, and model selection prior to completion of work.
- All staff/assistants and models will be required to be of majority age in Saskatchewan 19 years and older to access Casino sites. These individuals will not be allowed to partake in any casino activities beyond those required and defined by the project, during work hours of the project.
- Cast/Model selection, scheduling, travel and payment for time is the responsibility of the vendor. These fees to be included in the pricing structure for bid submission.
- Project work will be scheduled prior to opening (early mornings) of the Casino site. There may also be times scheduled for interior work. Patron identifying images will be prohibited and signage will be required.
- Vendors and/or participants are prohibited from using any digital media files for self-promotion or advertising, including social media channels.
- Completed project must be free of any copyright infringements, ie. visible non-SIGA logos, etc.
- Timeline to be completed in its’ entirety prior to March 1, 2025. Please indicate the estimated timelines for this project in your bid submission.
- Final cuts and Deliverable Requirements:
- Broadcast-Ready Versions:
- Length: Typically 15, 30, or 60 seconds – to be determined with planning. For the evaluation purposes of this ITT, base all pricing on a 30 second length commercial.
- Format: High-quality broadcast standard (e.g., ProRes 422, H.264)
- Aspect Ratio: 16:9 for standard television broadcasting.
- Resolution: Full HD (1080p) or 4K, depending on broadcast requirements.
- Social Media Edits:
- Length: Optimized for platforms like YouTube (6-15 seconds for pre-roll ads), Instagram (15-60 seconds), and TikTok (up to 60 seconds).
- Format: MP4 with compression for faster loading.
- Aspect Ratio: Vertical (9:16) for platforms like TikTok and Instagram Stories/Reels, and square (1:1) for Instagram posts or Facebook.
- Subtitles: Embedded or optional for platforms where audio may not auto-play.
- Extended or Alternate Versions:
- Full-Length Commercial:
i. For events, presentations, or online use, a longer version (e.g., two to three minutes) showcasing extended content or behind-the-scenes elements.
b) Cut-Down Versions:
i. Shortened clips (six to fifteen seconds) for teasers or pre-roll ads.
- Regional Variations:
i. Customized cuts with tailored messaging for Saskatchewan and neighboring provinces/states.
- Platform-Specific Variations:
- Over-The-Top (OTT)/Streaming Services:
i. Versions compatible with OTT platforms like Hulu, Roku, or YouTube TV, including platform specific metadata.
- In-Casino Displays:
i. Looping versions or silent edits for display on casino screens or in promotional kiosks.
- Web & App Versions:
i. Versions optimized for SIGA’s website or the SIGA Rewards app, with responsive design considerations.
Branded and Accessible Features: Branded logo animations for end tags, subtitled versions for accessibility, and high-resolution still frames for use in promotional materials.
Archival & Future Use Materials: Delivery of raw footage, along with optional behind-the-scenes featurettes for additional campaign assets or future edits.
