Social Media RFP Issued By UNDP Vietnam

A national consultant to take photos, write photo stories for the project visualization M&E and publish on social media channels

Purpose:

The project aims to rebuild 4,000 houses and to regenerate 4,000 hectares of mangroves. It also aims to increase the quality and accessibility of climate risk-related information which can be drawn on during planning and decision-making processes. Key results for the project include: 

1. Increased resilience of infrastructure and the built environment to climate change (Indicator: Number and value of physical assets made more resilient to climate change variability and change, considering human benefits); 

2. Improved management of land or forest areas contributing to emissions reductions (Indicator: Hectares of land or forests under improved and effective management that contributes to CO2 emission reductions);

3. Increased generation and use of climate risk information in decision-making (Indicator: Use of climate risk information products/services for planning and decision-making in climate-sensitive sectors).

The project is being implemented in Quang Ngai, Quang Nam, Thua Thien Hue, Quang Binh, Thanh Hoa, Nam Dinh and Ca Mau provinces. Under the component 1 and 2 as above-mentioned, UNDP is looking for a national consultant to provide photo stories for visualization M&E purpose and for communications.

Background:

Viet Nam is a natural disaster-prone country and particularly vulnerable to the effects of climate change. The country faces number of new challenges as it continues its development journey. A growing population, increased urbanization and rapid economic development continue to put pressure on its natural resources and the environment. At the same time, economic growth patterns and technologies that are not energy efficient are leading to rising greenhouse gas emissions. Together, these high impact issues threaten the country’s sustainable development. In partnership with the Green Climate Fund (GCF), the Government of Viet Nam and UNDP Viet Nam have undertaken a project to improve the resilience of vulnerable coastal communities to help them respond more effectively to natural disasters and the effects of climate change. The project’s implementing partners are the Ministry of Agriculture, Rural Development (MARD) and Ministry of Construction (MoC) and the seven coastal provinces.

Scope of Work:

To take photos, highlight key results of the project and publish on media channels, as well as write photo stories for visualization M&E purpose and communications.

Under this contract, the consultant is expected to complete the key tasks outlined below:

• Develop detailed implementation work plan.

• Conduct field visits to Thua Thien Hue, Quang Binh, Quang Nam and Quang Ngai provinces (04 provinces) to take photos and interview beneficiaries who are living in resilient houses and/or take part in the mangrove plantation and livelihood activities supported by the project. The photo stories should reflect the following topics:

1. The nature of beneficiaries’ lives when they lived in the original unsafe houses;

2. Their experiences during typhoons and floods;

3. Their lives in the new resilient houses;

4. Their livelihood before joining the project;

5. Their hopes/aspirations for the future;

6. Livelihood opportunities related to mangroves.

• Produce photo stories on the project implementation progress and achievements as approved outlines.

Deliverables: 

• Provide a detailed workplan for completing the tasks outlined above and receive UNDP approval before going to the field.

• The deliverables should be submitted (in both English and Vietnamese)

• Provide links to high resolution versions of all photos (100 photos with captions for each province); provide 14 photo stories as Microsoft Word files (250 – 350 words per story, in both English and Vietnamese). Ideally, each province will have 2 or 3 stories on the component 1 (storm and flood resilient houses support) and 2 stories on the component 2 (mangrove regeneration and livelihood benefits).

• The deliverables should be submitted (in both English and Vietnamese)

The consultant will perform these tasks in maximum 15 working days between June and September 2020, including 5 days working in the 04 province and 10 days writing and editing photos.

• Project documents: UNDP will provide the consultant with the necessary documents, reports and technical instructions to ensure the consultant has enough information to prepare the deliverables.

• Administrative support: UNDP will help the consultant make necessary arrangements with related government agencies when going on field trips. The consultant will arrange their own transportation and accommodation; these costs should be included in the estimated budget submitted by the contractor.

• University degree in Journalism and/or Communications

• Highly qualified professional photographer based in Viet Nam with at least 5 years’ experience working as a journalist and/or photo journalist

• Having capability of effectively interviewing local people and writing impactful photo captions

• Having strong record of doing similar works/assignments

• Excellent communication skills to work with people at different levels

• Has a clear understanding of the work of UNDP and the coastal resilience project in Viet Nam

• Possesses the required equipment to produce high quality photos
