Background
The City of Greeley is a home rule municipality with a council-manager form of government and is the county seat and the most populous municipality of Weld County, Colorado. Greeley is in northern Colorado and is situated 52 miles north-northeast of the Colorado State Capitol in Denver. According to the U.S. Census Bureau, the population of the city is roughly 111,000 which makes it the 12th-most populous city in Colorado. The City has an annual budget of ~$490M with a fiscal year that starts Jan 1st, and employees over 1100 employees.
Greeley is a major city of the Front Range Urban Corridor and home to the University of Northern Colorado which is a public baccalaureate and graduate research university with approximately 12,000 students and six colleges as well as Aims Community College, which has served the community since 1967.
B. Overview
The City of Greeley is initiating a Customer Information System (CIS) conversion project, which will impact many City staff members and every water utility customer in Greeley. In support of this effort, the Water and Sewer and the Communications and Engagement Departments are soliciting a communications partner to assist Greeley in its external communications plan with its water utility customers. The City of Greeley is a diverse community with a population of more than 110,000. Our residents speak nearly 80 languages with the top three being English, Spanish, and Somali.
C. Goals
To assist the City of Greeley in developing water utility customer CIS marketing materials. The CIS implementation project will impact every Greeley water utility customer and may require the City’s utility customers to perform some action. The extent of the customers’ response needed will be determined during the implementation project. Greeley’s CIS implementation team will undertake an informational campaign to build awareness with its customer base and needs assistance to develop the external communications material.
The timeline of the project spans June 2024 – November 2025 with external communication assistance being sporadic depending on the phase of the project.
SECTION II. STATEMENT OF WORK
A. Scope of Services
The consultant will develop a marketing campaign with the assistance of Greeley staff to inform Greeley’s water utility customers that a new CIS is forthcoming. The new utility billing platform will change the way Greeley Water customers pay their bills, track their water use, receive notifications from Greeley and expand their options for how they communicate with Greeley staff.
In coordination with Greeley staff, the consultant will develop materials to communicate with customers in these areas:
• Email marketing campaign.
• Social media material
• Direct mailers
• Door hangers
• Print and radio ads.
• Call center management and scripting.
• Graphic design
• Any other marketing material that the consultant suggests.
At the conclusion of the external communications campaign, the CIS communications campaign will have enacted a well-rounded, multi-faceted communications program to inform most Greeley’s water utility customers about the pending new utility billing platform and the way it will change the way they interact with the city as a utility customer.
Deliverables shall include the following:
• A comprehensive communications plan that reaches as many of Greeley’s water utility
customers as possible
• Developed graphics (png and original files)
• Talking points (FAQs) for staff to use for phone communication.
