INTRODUCTION
The purpose of this Request for Proposals (RFP) by the Seguin Economic Development
Corporation (SEDC) is to solicit proposals from qualified and experienced firms to plan,
coordinate, and administer PR and Marketing Services to position Seguin, TX as an attractive
place to live, work, and play. The firm will help the SEDC to implement a creative PR and
Marketing strategy that will enhance Seguin’s image at a regional, state and national level; attract
qualified talent to Seguin with the goal of filling Seguin’s current and future high demand jobs;
and help attract new businesses and investment.
STUDY LOCATION
Nestled along the banks of the Guadalupe River, Seguin, Texas, is a pro-business community
located in one of the fastest-growing regions in the U.S. Named in honor of Colonel Juan Seguin,
a political and military figure of the Texas Revolution who helped to establish the independence
of Texas, today Seguin is a regional manufacturing, retail and health care hub with a skilled
workforce, a competitive tax structure and plenty of commercial real estate.
Location
Seguin’s strategic location positions it as a gateway to success for businesses of all sizes. Located
conveniently along Interstate 10, the city of Seguin is within proximity to both the San Antonio
and Austin markets, making Seguin an ideal choice for companies seeking efficient distribution
channels and supply chain management. State Highway 130 intersects with Interstate 10 on the
east side of Seguin, providing faster and more efficient travel options for commuters and
commercial traffic. This strategic location offers a drive time of only 30 minutes to San Antonio,
60 minutes to Austin, two-and-a-half hours to Houston, and three hours to the U.S.-Mexico
Border.
Additionally, Seguin is located within 60 minutes of two international airports (San Antonio
International Airport and Austin-Bergstrom International Airport) and two deep water ports (Port
of Corpus Christi and Port of Houston). Seguin’s location enables its manufacturers to tap into a
diverse and skilled labor pool while also providing easy access to customers around the world.
Robust Economy
The thriving economy of Seguin acts as a catalyst for business growth and success. The city has
nurtured a diverse range of industries, including advanced manufacturing, distribution,
warehousing, health care, agriculture and education. Manufacturing is the backbone of Seguin’s
economy, accounting for 1 in 3 jobs within the region and representing one of the strongest
manufacturing clusters in the state of Texas, according to JobsEQ.
More than 50 different manufacturers, some of which are Fortune 500 and Fortune Global 500
companies, do business in Seguin. Corporations such as Caterpillar, Vitesco Technologies, Tyson
Foods, Niagara Bottling and CMC Steel all have major manufacturing operations within the city
of Seguin. In fact, the Seguin region has more than 7,000 manufacturing jobs — more than three
times the national average, according to JobsEQ.
The city of Seguin and the surrounding area continue to see new jobs created in the region. Since
2019, several economic development projects have been announced: Teijin Automotive
Technologies, United Alloy Inc., Yukon Ventures, Maruichi Stainless Tube Texas Corporation, and
Premium Waters Inc. Seguin’s existing manufacturers continue to find value within the Seguin
community. Within the past two years, five separate industrial expansion projects have taken
place in Seguin, resulting in more than 700 retained jobs and more than $85 million in new capital
investment, according to the city of Seguin and Seguin Economic Development Corporation).
The city of Seguin and the state of Texas feature a competitive tax climate and powerful
incentives to allow manufacturers to invest in the things that matter — growing their workforce,
improving facilities and boosting their bottom line.
A Rapidly Growing and Supportive Community
The city of Seguin is a rapidly growing community with a population of about 33,000 residents.
Over the past 10 years, Seguin has seen nearly a 25% increase in population, and since 2020, the
Seguin population has grown 13.5%. The growth shows no signs of slowing down. More than 20
new residential subdivisions are under construction within city limits, and since 2020, the city of
Seguin has issued nearly 3,000 residential building permits, according to the city of Seguin
Permitting Department. Given the current pace of residential growth that Seguin is currently
experiencing, city officials anticipate that the population will exceed 50,000 by 2031.
Seguin is also a community known for its warmth, collaboration and unwavering support for local
businesses. Organizations such as the Seguin Economic Development Corporation and the Seguin
Area Chamber of Commerce actively assist entrepreneurs in navigating the business landscape,
providing resources, networking opportunities and advocacy. The community’s dedication to
fostering growth is further demonstrated through a vibrant calendar of events, festivals and
community gatherings, which attract visitors from far and wide, presenting excellent
opportunities for exposure and customer engagement.
Talented Workforce
Seguin, Texas, boasts a highly skilled and motivated workforce that serves as a valuable asset to
businesses operating in the city. With a population of about 35,000 people, Seguin benefits from
a diverse labor pool comprising individuals with a wide range of skills and expertise. The city’s
strategic location near major highways and proximity to larger metropolitan areas ensures access
to a large talent pool. The city of Seguin works closely with businesses and educators to support
workforce development, including assistance with programs, initiatives, funding and
recruitment. The city also offers various vocational and technical training programs, ensuring that

SCOPE OF WORK
The following provides a general overview of the specific work assignments the SEDC will expect
the selected firm to complete. These should not be considered an exhaustive listing of tactics to
be employed to meet the goal stated in the introduction. SEDC welcomes proposer’s
recommendations to add strategies and tactics to this list that can further enhance the SEDC’s
ability to create awareness of the city of Seguin’s pro-business environment and quality of life
within the Seguin community.
The agency will need to complete a comprehensive overview describing how the agency would
approach each of the items below; the budget page should itemize anticipated costs for fulfilling
expectations. Agency will be expected to utilize findings and recommendations from the City of
Seguin and SEDC’s Comprehensive Economic Development Strategy (CEDS) (estimated
completion October 2023) to help develop PR and Marketing strategy.
1. Image and Reputation Enhancement Campaign: Propose and implement a PR and
Marketing strategy that elevates the exposure of the city of Seguin to targeted audiences locally, regionally, statewide and nationally.
2. Talent Recruitment Campaign: Develop a marketing strategy and campaign highlighting
Seguin as both a great place to visit, but also a fantastic place to live with great employment
opportunities. Talent recruitment and retention campaign may be broad in scope, and
should also have a focus on high-demand, high-wage occupations in Seguin.
3. Business and Investment Recruitment Campaign: Develop a marketing strategy and
campaign that positions Seguin as the ideal location to invest in and relocate a business.
