Bismarck-Burleigh Public Health is seeking a qualified consultant to develop and implement a comprehensive vaccine communications and marketing plan to catalyze vaccine uptake in disparate populations in Bismarck and Burleigh County. The target audience includes, but may not be limited to: communities within the American Indian, African, Hispanic and local refugee populations, immigrants, uninsured, underinsured and those experiencing multiple barriers to accessing health care including language and cultural barriers. Services will commence in 2021 with a completion date no later than December 31, 2022 and will be funded through the Health Equity Immunization Grant award.
Background:
A contract will be awarded to the consultant with the statement of qualifications as deemed
appropriate with consideration of the following factors:
• Understanding of public health and its functions as displayed by response to the RFQ.
• Qualifications and experience working with disparate populations including those that
may not have access to technology.
• Experience working on highly visible, dynamic, fast-paced projects with multiple project
deadlines occurring simultaneously.
• Budgeted cost for services provided.
Each proposal will be evaluated on the above criteria by the Interviewing Committee. After
review, the Committee will select the individuals they wish to contact for interviews.
After interviews are completed, the Committee will decide who best provides the required
services as defined in this RFP. The Bismarck City Commission will take official action on this
matter on or before November 9, 2021
Scope of Work:
The deliverables will be as follows: • Development of a comprehensive vaccine communications and marketing plan to catalyze vaccine uptake in disparate populations in Bismarck and Burleigh County. • Develop and implement a full multi-media campaign with strategies to mitigate and address influenza, COVID-19, and other routine vaccine misinformation and disinformation. This includes education and outreach materials and placement for digital, radio, print and social media and other channels needed to reach disparate populations. • Monthly impact reports reflecting outcomes of the public education campaign will be required with ability to adjust methodology as appropriate to ensure the campaign is effective and productive.
