Purpose:
The purpose of this RFP is to select the most qualified firm to conduct a feasibility study and marketing analysis on the Banks Lake Golf Course, and the Sun Banks Resort located approximately 1 mile south of Electric City, Washington of Grant County. The Confederated Tribes of the Colville Reservation (Colville Tribes) Comprehensive Planning Department is seeking a consultant to provide a project feasibility study and marketing analysis proposals on the Banks Lake Golf Course, and Sun Banks Resorts.
The Planning Department’s primary objective is to have an in-depth analysis and plan that clearly defines economic and financial potential as well as a return on investment on the purchase of the Banks Lake Golf Course and Sun Banks Resort both located in Grant County, Washington. The feasibility study and marketing analysis results can help the Colville Tribe determine; if both properties have the potential to provide financial gain, employment opportunities, and a long range destination resort on both sides of Osborne Bay. The services provided must meet objectives as described herein. The Confederated Tribes of the Colville Reservation is a Sovereign Nation. Presidential Executive Order established the Colville Indian Reservation in 1872, with a land base of 1.4 million aces, located in North Central Washington State.
Scope of Work:
- The Confederated Tribes of the Colville Reservations Comprehensive Planning Department is requesting a quote from a certified contractor to draft a feasibility study and marketing analysis for review of the property within the Banks Lake Golf Course and Sun Banks Resort along the south shores of Osborne Bay located 1 mile south of Electric City Washington, Grant County Washington.
- The Feasibility Study will incorporate recreational components identified on attached map on the Sun Banks Resort side of Osborne Bay that will require detailed evaluation of economic potential in growth of the resort, sustainability, costs for the new developments, and the return on investment for the new additions to the site.
- The Marketing analysis will encompass entire eastern Washington up to the Canadian Border, the Seattle/Olympia/Bellinghamlocations, and south to the Tri Cities, and Spokane to the east. The Market Analysis will determine the need for expansion of recreational activities, access, lodging units, restaurants, and RIV units in the area.
- The Feasibility Study for Banks Lake Golf Course will be considered a new venture in that the only development is the golf course itself, the study will include the north shore of Osborne Bay, (see attached site location map) that will outline potential RIV sites, camping sites, lakeside cabins, boat launch, a marina and moorage area, swim and dock areas, and road access to developed area. Other areas that may attract long term investors is the acquisition or purchase of land surrounding the 18 hole golf course, at this time the tribes would not consider developing these lots but to offer for sale.
- The Marketing Analysis will determine potential usage of the additional camping, RIV, lakeside cabins, boat launch, a marina and moorage area, swim and dock area, and new road access to developed area. Since this will be a new venture it will complement the existing development of the Sun Banks Resort. The marketing needs to identify individual potential of each of the amenities identified for development in a financial and economic determination of the site.
- The Banks Lake Golf Course location will be looked at in a long term lease approach, outright purchase from the Grant County Port District, land exchange between the Confederated Tribes of the Colville Reservation and the United States Bureau of Reclamation with an emphasis on ownership from fee patent to tribal trust status.
- The Confederated Tribes of the Colville Reservation has received authority from Banks Lake Residential, LLC to utilize the Osborn Bay feasibility review for the proposed second home/resort feasibility market drafted back in 2009. Sun Banks Resort in this study is seeking an equity partner that includes (7) phases of recreational developments. Phase I is concentrating on the west of State Highway 17 where the existing 18 hole Banks Lake Golf Course is currently located adjacent to Osborn Bay, 1 mile south of Electric City, Washington. This document will be available for the contractors to review and utilize in their bidding process for the short and long term development alternatives.
- In this analysis the tribes want the contractor to portray to the public a vision of no development to addition to existing developments of the Sun Banks Resort by adding new amenities on the Banks Lake Golf Course side of Osborn Bay, these new added development renderings such as the potential of lots surrounding the golf course, 75-100 slip marina, boat launch, 20 villas, water and sewage from Electric City across Osborn Bay, water front cabins, r/v park with amenities, access to and throughout site, water slide to lake, and other basic water related activities on Osborn Bay.
