Housing Authority of the City of El Paso, Texas Seeks Public Relations Firm

The House Authority of the City of El Paso (“HACEP”) is seeking services from Public Relations service providers to support its mission and goals in El Paso. The selected Public Relations and Communications service provider will work directly with HACEP’s Executive Management and Public Information and Government Relations Team to strategize, create and deliver effective messaging.

Background:

The Housing Authority of the City of El Paso (HACEP) was created on February 17, 1938, by statute to provide low-income residents of the City of El Paso with access to low-cost housing. We develop, acquire, lease and operate affordable housing for the residents of El Paso with limited income. The need for housing in El Paso continues to increase throughout the years.

Alamito is the first and oldest HACEP community which was built from 1938-1940. Located at 508 South Virginia in “Segundo Barrio,” Alamito is composed of one, two, three and four-bedroom apartments totaling 307 units, all of which were rebuilt through a $58 million revitalization funded in part by a $20 million HOPE VI grant. In 2013, HACEP proudly celebrated its 75th anniversary. Although we are funded primarily by the federal government, we operate in many respects as a private management company. We employ industry best practices.

One of the hallmarks of HACEP is that we offer our residents a hand up rather than just a hand out. The staff of the Community Services Department motivates and encourages HACEP residents to improve their social, educational, and economic opportunities on their way to self-sufficiency and economic independence. A number of grant-funded programs offer opportunities for residents to attain a GED or higher education, secure gainful employment, improve their credit scores and even buy a home of their own! This is only possible with a dedicated team of compassionate professionals who individually work with each program participant for months and even years.

In the past decade, HACEP has been recognized numerous times by the United States Department of Housing and Urban Development (HUD) as a High Performer in both the Public Housing and the Housing Choice Voucher Programs according to the Public Housing Assessment System (PHAS) and the Section 8 Management Assessment Program (SEMAP) by receiving ratings of at least 90 percent. HACEP has also been recognized by the National Association of Housing and Redevelopment Officials (NAHRO) with dozens of Awards of Merit and one Award of Excellence.

HACEP is governed by a five-member Board of Commissioners appointed by the Mayor of the City of El Paso. The Resident Commissioner lives in public housing and represents the voice of all residents. The Chief Executive Officer reports to the Board of Commissioners. Currently, HACEP has a workforce of 430 full-time employees in 10 major divisions. HACEP operations are headed by the Chief Operating Officer who provides oversight to the Office of Public Housing, the Office of Section 8 Housing Choice Vouchers, and the Office of Development and Capital Funds. The administrative division is headed by the Chief Financial Officer who provides oversight to the Office of Procurement and Contract Compliance, the Office of Budget and Grants Compliance, and the Office of Accounting and Finance. The CEO manages all daily operations of HACEP including the administrative offices of the Chief Operating Officer, the Chief Financial Officer, the Chief Information Officer, the Legal Department, the Chief Human Resources Officer, and the Public Information and Government Relations Officer.
