The City of New Britain is requesting qualifications from interested Marketing and Design Firms for the construction and operation of a multi-faceted marketing campaign designed to help residents and businesses prepare for, prevent the spread of, and respond to challenges posed by the COVID-19 Pandemic. This contractual service is being funding by the U. S. Department of Housing & Urban Development with CDBG-CV funds allocated through the CARES Act.
Background:
The City of New Britain has a diverse population, and a rich history. Tucked into our many neighborhoods are 1,200 acres of the best park system in the state, sporting complexes and a treasure-trove of cultural attractions waiting to be discovered.
Visitors can enjoy a hotdog while watching New Britain’s Double-A baseball team, the New Britain Bees, play a game at the friendly confines of the Willow Brook Park Sports Complex; play a round of golf at the newly redesigned, 27 hole, Stanley Golf Course; or simply take a quiet stroll through historic Walnut Hill Park and you will get a taste of the many different recreational activities New Britain has to offer.

Scope of Work:
The consultant will develop a marketing campaign to spotlight local businesses, advertise health and wellness guidelines, and communicate general public service announcements to prepare for, prevent the spread of, and respond to the COVID-19 Pandemic. An effective marketing campaign must utilize multimedia messages and videos for via broadcast television and social media.
Provide a description of the history, experience and qualifications of your organization and any proposed subcontractors to perform the Scope of Work. List other similar projects your organization has undertaken. Make specific reference to:
• Experience and qualifications as related to preparing multi-media marketing campaign
• Experience with conducting effective community participation activities
• Experience/qualifications of staff to be assigned to the project, including the percentage of employee’s time that will be devoted to this project
• Names of persons for whom your organization has provided similar services who can be contacted as references
• Listing of contracts currently underway, including brief description of services provided.
Provide a proposal that summarizes your approach to the Scope of Work section. Include comments on the following areas:
• Any specific ideas, methods, processes or principles by which preparation of the plan can achieve a modern, useful, action-oriented marketing campaign for the City.
• The resources proposed to be used to prepare the marketing campaign.
• The duration and frequency of proposed campaign activities.
• Analytical and reporting tools used to determine effectiveness and outreach of campaign.
