Marketing RFP Issued By Milwaukee County Department of Health and Human Services

The Milwaukee County Behavioral Health Services (BHS) provides the people of Milwaukee County with a comprehensive array of quality behavioral health services. Comprehensive Community Services (CCS), which is a Medicaid entitlement that provides a coordinated and comprehensive array of recovery, treatment, and psychosocial rehabilitation services, continues to expand in Milwaukee County. As of the end of 2024, 2,688 individual adult and youth clients were enrolled and served in CCS, and therefore, CCS is now the largest level of care in the continuum of behavioral health services in Milwaukee County. BHS also continues to expand the network of credentialed providers for the CCS ancillary network, including agencies providing care coordination and service facilitation. Milwaukee County is seeking a marketing campaign and materials to inform the community of Comprehensive Community Services and to promote outreach and engagement for these services.

Service Description

Milwaukee County is seeking proposals from qualified marketing or communication firms and/or teams to develop and design marketing materials that will increase community awareness of the services provided and increase engagement and utilization. The qualified agency would need to assist with the development of a marketing campaign, as well as creation of digital and print materials, and propose channels for distribution and dissemination of the campaign which would include:

Social Media

Selected marketing/communication firm must be agile and amenable to modifying campaign as needed to meet any unforeseen or significant developments in the needs of the community. Thus, greater emphasis on digital campaign and short run printed materials of increased importance.
