The Partnership for Maternal, Newborn & Child Health (www.pmnch.org) seeks the services of a PR agency for its 2018 PMNCH Partners’ Forum (12-13 December 2018), in support of the Every Woman Every Child (EWEC) movement (www.everywomaneverychild.org).
The purpose of this Request for Proposals (RFP) is to enter into a contractual agreement with a successful bidder and select a suitable contractor to carry out the following work:
- Guide the successful development of an effective messaging framework and narrative in the lead-up to the Partners’ Forum meeting on 12-13 December 2018 in New Delhi, India;
- Achieve global visibility and resonance for key messages of the Partners’ Forum, particularly among media, policy makers and other champions and influencers;
- Strengthen PMNCH partner interest and engagement through effective online communications, before and during the Forum meeting;
Furthermore, the contractor will establish a clear path for post-Forum PR follow-up activity by PMNCH, based on lessons learned during the Forum experience.
Background:
WHO is an Organization that is dependent on the budgetary and extra-budgetary contributions it receives for the implementation of its activities. Bidders are, therefore, requested to propose the best and most cost effective solution to meet WHO requirements, while ensuring a high level of service.
The World Health Organization was established in 1948 as a specialized agency of the United Nations. The objective of WHO (www.who.int) is the attainment by all peoples of the highest possible level of health. “Health”, as defined in the WHO Constitution, is a state of complete physical, mental and social wellbeing and not merely the absence of disease or infirmity. WHO’s main function is to act as the directing and coordinating authority on international health work.
The World Health Assembly (WHA) is the main governing body of WHO. It generally meets in Geneva in May of each year and is composed of delegations representing all 194 Member States. Its main function is to determine the policies of the Organization. In addition to its public health functions, the Health Assembly appoints the Director-General, supervises the financial policies of the Organization, and reviews and approves the proposed programme budget. It also considers reports of the WHO Executive Board, which it instructs with regard to matters upon which further action, study, investigation or report may be required.
The Executive Board is composed of 34 members elected for three-year terms. The main functions of the Board are to give effect to the decisions and policies of the WHA, to advise it and generally to facilitate its work. The Board normally meets twice a year; one meeting is usually in January, and the second is in May, following the World Health Assembly.
The WHO Secretariat consists of some 7,900 staff at the Organization’s headquarters in Geneva, in the six regional offices and in countries. The Secretariat is headed by the Director-General, who is appointed by the WHA on the nomination of the Executive Board. The head of each regional office is a Regional Director. Regional directors are appointed by the Executive Board in agreement with the relevant regional committee.
THE PARTNERSHIP FOR MATERNAL, NEWBORN & CHILD HEALTH (PMNCH), is hosted by the World Health Organization within its Family, Women, Children and Adolescents cluster. PMNCH brings together over 1000 member organizations across multiple constituencies working to advance Reproductive, Maternal, Newborn, Child and Adolescent Health (RMNCAH) at global, regional and country levels. PMNCH’s core mission is to strengthen alignment, mutual accountability and joint advocacy across its constituencies to support the successful implementation of the Every Woman Every Child (EWEC) 2015-2030 Global Strategy for Women’s, Children’s and Adolescents’ Health (Global Strategy.
The Partners’ Forum, hosted by the Government of India under the patronage of Prime Minister Narendra Modi, will bring over 1,200 participants from 100 countries, including Heads of State and Ministers, young people and civil society, the private sector, donors, academia, parliamentarians, media, and health care professionals. The goal of the meeting is to improve political attention and commitment to women’s, children’s and adolescents’ health in support of the 2030 Sustainable Development Goals and Universal Health Coverage. The meeting will deepen knowledge and consensus among partners, promoting effective joint action and accountability.
New knowledge of best practices to support action and accountability at country level will be synthesized in a landmark project – Success Factors for Women’s, Children’s and Adolescents’ Health – to be launched at the New Delhi meeting in collaboration with the BMJ.
A Virtual Partners’ Forum – an online interactive programme – will engage a wide global audience before during, and after the Partners’ Forum.
Scope of Work:
WHO requires the successful bidder, the Contractor, to carry out the following tasks:
- Messaging framework: Develop an effective messaging framework for use by PMNCH’s 1,000+ partners, including messages on knowledge products to be launched at the Partners’ Forum meeting (i.e., Success Factors case study findings to be published in a special issue of the BMJ);
- PR strategy: Develop a global PR strategy to reach high impact global media platforms (online, print, broadcast). In doing so, coordinate closely with the India-based PR agency hired by the Partners’ Forum national communications and events subcommittee to ensure effective global + national media outreach;
- Communication material production: Produce global and regional communication materials (media releases, advisories, flyers, op-eds, blogs, podcasts, tweets, Forum daily digest/ newsletter etc.), leveraging the powerful voices of PMNCH champions, experts and Board leaders.
- Communication and PR events: In support of the Partners’ Forum global and national Advocacy and Communications Sub- Committees and in collaboration with the India based PR agency, take charge of overall planning and implementation of communication/PR events (e.g., media conferences, twitter chats, etc.). To include preparation of targeted media kits and pitching/outreach to achieve well-attended events, as well as crisis communication plan;
- Preparation of moderator/facilitators/spokespeople: As required, support outreach, scripting, preparation, and briefing of moderators/facilitators of Partners’ Forum-related events (virtual, live, and side events) and preparation of Partners’ Forum spokespeople for media interviews. To include preparation of briefing packs and talking points as required;
- Onsite support, New Delhi: In required, and in coordination with the national PR agency hired for the Partners’ Forum, support onsite media coordination at the Partners’ Forum in New Delhi in December for media outreach and management, coordinating closely with the India-based PR agency hired for this meeting and with other media networks (e.g., International Confederation of Journalists) engaged in this meeting;
- Monitoring, analysis and reporting: Post-Partners’ Forum, prepare analysis of media reach and recommendations on post- Forum PR strategy.
