Portland Development Commission Seeks Advertising Agency

Through this Request for Proposals (this “RFP”), the Portland Development Commission d/b/a Prosper Portland (“Prosper Portland”), the economic development and urban renewal agency for the City of Portland, Oregon, requests competitive proposals from qualified and experienced individuals, firms, or teams (“Proposers” or “you(r)”) for the provision of media buying and advertising consulting services.

Background:

Prosper Portland, the economic development and urban renewal agency for the City of Portland, is seeking proposals from qualified firms to contract for media buying and advertising consulting services. Prosper Portland is preparing to initiate a comprehensive, proactive campaign to engage with business owners, stakeholders, and community members to raise awareness of Proper Portland’s programs and services and to create new opportunities for the agency and its partners to work with and in support of a diverse array of businesses throughout Portland.

Scope of Work:

The work performed by the successful Proposer (the “Contractor”) under the contract awarded from this RFP (the “Contract”) will be media buying and advertising consulting services. Key services and deliverables (or “Work Products”) Contractor will provide Prosper Portland under the Contract include:

a) Review upcoming advertising opportunities; provide strategic guidance and recommendations on outlet choice, timing, advertising content and themes, and ad-run frequency. These recommendations should include opportunities to position the agency with communities of color and/or culturally responsive media outlets.

b) Work with the Prosper Portland’s public affairs staff to purchase advertising for different audiences and specifically accounts for/considers/targets to communities of color across a variety of communication platforms including, but not limited to, television, radio, social media channels, websites, and printed media.

c) Participate in periodic meetings with staff to gain an understanding of program and initiative functions and goals.

d) Assist in the development of potential partnership opportunities with complementary businesses and organizations. Specifically, Consultant will be asked to continually look for opportunities for Prosper Portland to partner with like-minded and diverse entities to co- brand and provide support at events.
