II. SCOPE

Little Traverse Bay Bands of Odawa Indians (LTTB) is the recipient of a Significant Prevention Resulting in New Generations (SPRING) grant which is a Substance Abuse and Mental Health Services Administration (SAMHSA)

Strategic Prevention Framework for Prescription Drug (SPF-Rx) and Strategic Prevention Framework Partnership for Success (SPF PFS) Substance Abuse Prevention Grants for the LTBB Behavioral Health Program according to the specifications defined below under the direction of LTBB’s Community Health Manager. With primary and secondary prevention as the focus of this grant LTBB has two areas of focus:

1. Youth ages 9-20 focusing on Alcohol and marijuana use prevention

2. Youth ages 12 years through Adult focusing on Prescription drug use, misuse, and safe handling

A. Design and provide audience targeted display advertising through mobile targeting methods for the two focus areas listed above in our surrounding area mid-April 2023 through September 2023.

B. Provide substance abuse advertisements by means of Audience Targeted Display, Keyword Targeting, Native Advertising, OTT ads and Geofencing, designed to bring awareness to the public on abuse, prevention, and proper storage.

C. Run a LIFT Study for 90 days that tracks impressions and sites visited for each group by use of pixel tracking and analyze the results of exposed to the baseline group of those with no ads to calculate the visit rate for each group.

D. Compare the results to determine the effectiveness of the campaign.

E. All materials and publications (written, visual or sound) resulting from award activities shall contain the following statements: o “This publication was developed by Little Traverse Bay Bands of Odawa Indians and fully supported by Grant No. 5H79SP081753-04 of $300,000.00 and Grant No. 5H79SP082767-02 of $384,000 awarded by Department of Health and Human Services (DHHS) Substance Abuse and Mental Health Services Administration (SAMHSA) Center for Substance Abuse Prevention (CSAP). The opinions, findings, conclusions, and recommendations expressed in this publication/program/exhibition are those of the author(s) and do not reflect the views of the Department of Health and Human Services (DHHS) or SAMHSA.”

III. QUALIFICATIONS

A. Experience with similar projects required

B. Must not appear as listed as parties that are excluded from receiving Federal contracts, certain subcontracts, and certain Federal financial and nonfinancial assistance and benefits, pursuant to the provisions of 31 U.S.C. 6101, note, E.O. 12549, E.O. 12689, 48 CFR 9.404, and each agency’s codification of the Common Rule for Nonprocurement suspension and debarment.

C. The Parties understand that LTBB has enacted a statute, WOS 2012-008, the Sex Offender Registration and Notification Statute, to fulfill the obligations of sex offender registration and notification. All contractors, including their employees including all subcontractors and their employees that are sex offenders that are mandated to register are required to update their registry with the LTBB Law Enforcement when working on sites under the jurisdiction of LTBB.
