The LWDB, Workforce Connections, is soliciting proposals from qualified public relations and communication firms with established and verifiable experience and expertise in communications, media relations, and development and dissemination of information. This effort will focus on the development and implementation of a sound public relations and communication services plan of action that delivers a clear message to the community and raises awareness and the level of understanding of the workforce development system within the SNWDA.
Background:
Workforce Connections is a public agency by virtue of the fact that is governed by a consortium of City and County governments, and has been determined the administrative entity for the Local Workforce Development Area approved by the Governor to administer funds provided under Title I of the Workforce Innovation and Opportunity Act (WIOA).
The vision of the OSDS under WIOA reflects the long-standing and ongoing work of dedicated workforce professionals around the nation to align a wide range of publicly and privately funded education, employment and training programs, while also providing high-quality customer service to job seekers, workers, and businesses through the OSDS.
The publicly funded workforce system envisioned by WIOA is quality-focused, employer driven, customer-centered and tailored to meet the needs of regional economies. It is designed to increase access to, and opportunities for, the employment, education, training and support services that individuals need to succeed in the labor market, particularly those with barriers to employment. It aligns workforce development, education, and economic development programs with regional economic development strategies to meet the needs of local and regional employers, and provide a comprehensive, accessible and high-quality workforce development system.
The LWDB is expected to be the community’s local expert in workforce development issues. To effectively communicate the vision of the workforce development system as promulgated by WIOA and its associated regulations the LWDB must implement an effective public relations and communication plan of action. Workforce development services and activities are only valuable to the degree or extent that they are properly understood and trusted by those accessing the workforce development system.
Reputation and image are essential for the LWDB. The development and implementation of an effective public relations and communication plan of action to strategic constituencies, including stakeholders, system partners, employers, students, trainees and local providers of workforce development services is key to the quality of the work force development system.
The LWDB is committed to a world class quality-focused, employer driven and customer-centered workforce development system, a system that reaches beyond WIOA and embraces the OSDS as a whole demonstrating strong mission, vision, leadership and resources.
Scope of Work:
This is a comprehensive, strategic public relation and communications initiative to increase awareness throughout the OSDS of the benefits of the LWDB and its services to the community employers, individuals and partners.
Detailed Scope of Work:
- In collaboration with the strategic direction of Workforce Connections’ Strategic Initiatives Department, the selected proposer will develop and implement a sound marketing and communication plan of action that will facilitate, but is not limited to, the following:
- Increase awareness throughout the workforce development system of the benefits of the LWDB and its services to the community, individuals, employers and system partners;
- Serve as an ambassador of the LWDB mission and vision;
- At the direction of Workforce Connections and in conjunction with the Strategic Initiatives Department, analyze and recommend strategic marketing methodologies;
- Develop and distribute promotional resources of the workforce development system;
- Develop and implement strategies to utilize the One-Stop centers as the cornerstone for the OSDS events, media gatherings, meetings and job fairs;
- Development and implementation of self-publishing platforms and social media network in support of the workforce development system;
- Apply the basic principles and practices of social marketing (e.g., full understanding of targeted audiences, designing communications strategies based on the LWDB needs, communication of messages through multiple or all available means);
- Manage activities to the utmost communication standards;
- At the direction of Workforce Connections and in conjunction with the Strategic Initiatives Department, recommend marketing and media methodologies to increase promotional efforts into new markets;
- Implement innovative communication methods and marketing strategies;
- Build strong media connections with local papers;
- Build self-publishing platforms and social media networks;
- Increase media interest in and coverage of programs, events and activities;
- Coordinate and execute press events;
- At the direction of Workforce Connections and in conjunction with the Strategic Initiatives Department, recommend and/or provide website design and updates;
- Provide timely and comprehensive reporting on media outreach and outcomes; and
- Materials developed under this SOW could include, but are not limited to, the following:
- a) Newsletters;
- b) Brochures;
- c) Newspaper ads;
- d) Social media;
- e) Promotional and educational videos; and
- d) Radio.
