Purpose:
St. Louis Community College, hereinafter called “the College” invites all interested and qualified parties to submit proposals to establish a contract to provide media buying services for its Marketing and Communications Department. This Contract will be initially recommended for award to the College’s Board of Trustees for a period of three (3) full years, to begin November 30, 2018. The College, as a part of its overall strategic communications marketing plan, places advertising in St. Louis Metro area media to develop community support, create a brand identity, build awareness of its mission, inform current and potential patrons of its programs and services and recruit students. To that end, the College requires the services of a media buyer.

Scope of Work:
The College’s district Marketing and Communications Department will serve as the administrative entity for the contract and will lead all contract work. In addition to the district Marketing and Communications Department administrative staff, the media buyer recommended for award of this contract will be expected to assist contract vendors included in the marketing and communications services contract in the development of a comprehensive media usage plan, and to develop project-specific plans that will help integrate the use of media effectively into the College’s overall strategic initiatives. The contract media buyer will be expected to identify media placement alternatives on a project-by-project basis, obtain cost estimates for these placements and then subsequent to the initiation of any project, submit a detailed accounting to the College of all proposed purchases. Additionally, the contract media buyer will be expected to identify cost effective alternatives, which will provide maximum exposure for the College within limited overall resources; and to provide appropriate media research as well as periodic local competitive analyses.
Media and service needs include: radio, online radio, out of home, online display, search engine marketing, search engine optimization, re-marketing, display ads, video ads, etc. After all work for each campaign is completed, a summary project media placement report with all costs itemized must be submitted to the Marketing Manager. The media buyer will then be reimbursed by the College and be expected to pay all invoices.
