Purpose:
The objective of this project is to increase recognition and awareness of the AGENCY by creating a modern logo in line with the AGENCY’s values and mission.
Background:
The Washington State Utilities and Transportation Commission hereafter called “AGENCY,” is initiating this Request for Proposals (RFP) to solicit proposals from firms interested in contracting with the AGENCY to develop a creative concept for a new logo, in order to rebrand the AGENCY and improve recognition and awareness of the AGENCY and the work it does for the people of Washington.
The AGENCY regulates the rates and services of investor-owned electric utilities, telecommunications, natural gas, and water companies, garbage-collection haulers, household-goods movers and charter-bus companies, commercial ferries, pipeline companies, and a low-level radioactive waste repository.
In 2018, the AGENCY is looking forward to a move to a new building to better align its mission and values with a modern workspace. This is a dynamic time for the future of the AGENCY and its goals of improving accessibility through modern technology.
The agency has already undergone an enterprise-wide effort to realign its values with its mission. These values are: respect, integrity, accountability, and professionalism. Other key words that are central to the AGENCY’s mission are public safety, energy, telecomm, transportation, water, and consumer protection.
The AGENCY’s current logo was developed over a decade ago and exists in many unauthorized formats. The design is both dated and difficult to use in outreach efforts due to its size and complexity. Most importantly, the current logo does not accurately reflect the AGENCY’s mission, values, or its importance to the daily lives of Washington residents. The reasoning behind the design choices, from the fonts to the colors to the images, is unclear.
Through strategic outreach and updated branding, the AGENCY’s goal is to increase public awareness of its mission and participation in consumer protection and industry regulation. The AGENCY will unveil a new logo to coincide with the AGENCY move to its new headquarters. This will require significant changes in AGENCY materials including letterhead, signage, contact information, outreach materials, and more. The new logo will become integral to AGENCY identity as it moves forward.
Scope of Work:
The scope of work includes creative development and production of a logo that is attractive, recognizable, and flexible. The logo should translate to multiple formats, including web and print publications, social media, and outreach merchandising. The new logo design should establish an identity and reinforce the AGENCY’s overall brand. The scope of work also includes a comprehensive graphic standards document outlining branding colors, fonts, correct sizes, printing directions, and other instructions.
Creative development will be a collaborative effort between CONTRACTOR and AGENCY. AGENCY must accept creative concept before design can proceed. AGENCY expects an iterative, multi-step collaborative process.
