The company awarded will meet with different groups within MTN for the various responsibilities listed below. For example, they would need someone to meet monthly with the MTN and MU marketing groups. They would meet with MTN leadership and existing web host to manage the migration of the web presence. They would meet with MTN outreach team to discuss current outreach strategies. We expect the company to provide full reporting on all trackable media via dashboard and analysis reports, provided weekly, monthly, and annually.
Background:
The University of Missouri has provided teaching, research and service to Missouri since1839. It was the first publicly supported institution of higher education established in the Louisiana Purchase territory. Today, the University of Missouri is one of the nation’s largest higher education institutions with more than 73,000 students, 28,000 faculty and staff on four campuses, an extension program with activities in every county of the state, comprehensive distance learning services and an extensive health care network.
Missouri Telehealth Network (MTN) exists to develop, study, and use telehealth solutions that improve access by providing high-value, patient-centered health care and medical education in Missouri and beyond. Started in 1994, MTN educates and trains people interested in starting their own telehealth program. We hold training conferences and meetings and have technical, clinical, operational, legal & regulatory expertise intele health.
ECHO is Extension for Community Healthcare Outcomes. The goal of Show-Me ECHO is to de-monopolize knowledge in order to expand access to best-practice medical care across Missouri. Show-Me ECHO will help enable comprehensive, best-practice care to be provided to patients with complex chronic health conditions, in their own communities. Show-Me ECHO links expert specialist interdisciplinary teams affiliated with an academic or specialty hub to health care provider participants in their local communities, the spokes in this model. Hubs and spokes will meet in regularly scheduled Show-Me ECHO sessions where a didactic will be presented and the remainder of the session will be dedicated to patient case presentations, mentoring, and feedback. Show-Me ECHO utilizes video conferencing technology to train and mentor participants through a lifelong learning and guided practice model.
Show – Me ECHO currently touches 84 of the 114 Missouri Counties through 17 ECHO programs with 4 more programs launching this current fiscal year. Each project meets weekly, twice/month, or monthly. Some projects run 9 months (following the school year) while some run year-round. During fiscal year 2019-2020, we expect to start up to 8-10new ECHO projects.
Scope of Work:

Communication
Works with MTN/ECHO team to assess recruitment needs of current ECHO’s, implements an advertising campaign that supports ongoing recruitment marketing plans
•As new ECHO teams are developed, attends the Immersion Trainings to report on established marketing efforts and get input from the team about recruitment opportunities.
•Collaborates with MTN/ECHO team leads to identify and prioritize hub team recruitment needs
•Identifies state agencies and health care organizations that offer advice on the composition of the ECHO interdisciplinary expert teams
•Contacts state agency and health organization stakeholders to obtain advice for ECHO hub team selection
•Communicates with MTN/ECHO team about findings weekly
•Implements communication efforts to reach potential hub team members
•Establishes one-on-one visits with each potential specialist to explain the ECHO program and the ECHO of which that person would be part
•Confers with MTN/ECHO team about results of these meetings weekly
•Obtains credentials and optimal contact information from each recruit and shares with replication coordinator
•Once hub team is confirmed, continues communications with new hub team recruits until the MTN/ECHO fiscal manager and replication coordinator establish communications with them
Message Development
The contractor will develop one‐pagers with key takeaways and MTN messaging to maximize the success of each ECHO program. Contractor will develop materials for NEW ECHOs, and update materials as needed for existing ECHO. Establish a strategic approach to messaging increase recruitment and retention of ECHO participants. Use consistent messaging to strengthen the organization’s mission. MTN leadership will approve all materials before utilized.
•Provide electronic copies to MTN leadership
•Research and produce lists of organizations and events that could support recruitment of ECHO team participants, including primary care providers, ER physicians, hospitalists, pediatricians, psychiatrists, social workers, nurse practitioners and physician assistants.
•Produce written communications for electronic and print distribution to support recruitment, such as articles or editorials for use in MSMA or MHA publications.
•Create fliers, brochures and one-pagers to support recruitment.
•Create presentations, such as PowerPoint slides and talking points, for use at meetings of potential ECHO team recruits.
•Support media relations.
•Implement and support social media plan for ECHO.
•Produce an annual report for ECHO.
•Produce content for the ECHO website.
•Produce concise e-newsletter for small target audience
Marketing
Coordinates the marketing, news and social media for the Show-Me ECHO program. Develops a plan that meets the needs of individual ECHO’s, taking opportunities to maximize marketing and media opportunities. MTN leadership will approve all before going live.
• Implements a social media plan for ECHO
• Attends monthly meetings with MTN/ECHO marketing team to assess current marketing plans and make plans for the future.
• Provides copy for internal marketing placement.
• Marketing duties include writing and editing copy, managing graphic design for printed materials, ordering and delivering printed materials.
• With the addition of a new group of ECHO sessions, develops a strategic marketing plan that meets the expansion of the program
• Develop and manage all media planning and buying, with approvals from MTN and MU.
WEB Hosting, management, development, maintenance
A consultant will provide website hosting and maintenance for the entire ECHO website for during the year following commencement of a contract. A consultant will develop, maintain and host the Show Me ECHO website. This includes responsibility for content development/migration.

•60-day stabilization period for bug fixes
•Follow industry standards and best practices for website security (SSL certificates as needed, perimeter network should be protected by firewall systems and IP-based restrictions that prevent unauthorized access to customer systems, uptime monitoring, security monitoring provided by hosting provider, vulnerability scans of production systems on a monthly basis)
