The Virginia Department of Health (VDH), Office of Emergency Medical Services (EMS), is soliciting bids to create a mental health awareness video campaign to bring attention to suicide awareness among EMS providers and first responders.
Scope of Work:
Contractor shall produce one (1), :60-second live-action Public Service type video (in English & Spanish). A total of two 60-second (2) videos will be created. Contractor will also provide video stills and digital images/professional photographs of EMS providers and first responders to be used for this campaign and future campaigns.
The 60-second videos will need to be created so the audio portion can be stripped for radio (traditional and digital) usage. Video must be broadcast quality. We will also need still images from the casting that can be used for advertising purposes for this campaign and other future campaigns. These images would include EMS providers/first responders (can be real providers or actors). Multiple images (no less than 10 different versions) and video will include teams, individuals and emergency equipment (ambulance, firetrucks, medevac helicopter). Individual images will be used for the provider impact statements, so it provides their stories. We request all images to be supplied in raw file format. High resolution, print-ready images in tiff format.
The video will use appropriate prevention and awareness, actionable messages based on Critical Incident Stress Management (CISM) and VDH guidance. The video will also use provider impact statements from real Virginia EMS providers, which will need to be obtained in the video creation process. Each of the videos will need to be produced in a variety of final formats for use on websites and social media. Videos must include closed captioning.
Videos will be a live-action, straight talk and/or statements from first responders sharing their personal testimonies of harrowing calls/emotional impact statements of their service. First responders can be actors or actual providers, but their impact statements must be real and relatable. Must utilize/show the hashtag #IamVa911. This video will target all EMS providers and first responders to include EMS providers, medevac, 911 telecommunicators, firefighters and police. This video will be: 60- seconds in length.
