The purpose of this RFP is to invite Respondents to submit their Proposal for delivering brand and marketing strategy services.
WorkSafeBC is an independent statutory agency that serves nearly 2.3 million workers and about 200,000 employers throughout British Columbia. It is funded through insurance premiums paid by registered employers and through investment returns. The Act empowers WorkSafeBC to enforce occupational health and safety standards, provide legislated compensation and rehabilitation benefts to injured workers or their dependents, and collect funds from businesses to operate the workers’ compensation system. WorkSafeBC is seeking Proposals from Respondents who can provide one or more of the following categories of brand strategy and marketing services (the “Services”): (a) Digitally integrated initiatives
i. Advise on, develop, and execute specialized, small scale digital initiatives including social media, email, programmatic and geotargeted outreach;
ii. Provide strategic planning and design for digitally integrated initiatives; and
iii. Provide paid media strategy and selection services on a campaign or project specifc basis as follows:
· Select the media buy that best integrates with the strategy and planning for the campaign/project; and
· Develop, negotiate and purchase cost-efective and quality media within the channel(s) identifed for the campaign/project strategy, all in accordance with WorkSafeBC’s requirements, including setting up of media contracts, media purchase authorizations, and approval of buys.
(b) In-language strategic marketing and outreach
i. Advise, develop, and execute in-language strategic marketing and outreach initiatives;
ii. Provide translation and trans-creation services in Mandarin, Cantonese, and/or Punjabi; and iii. Provide paid media strategy and selection services on a campaign or project specifc basis as follows:
· Select the media buy that best integrates with the strategy and planning for the campaign/project; and
· Develop, negotiate and purchase cost-efective and quality media within the channel(s) identifed for the campaign/project strategy, all in accordance with WorkSafeBC’s requirements, including setting up of media contracts, media purchase authorizations, and approval of buys.
(c) Creative and graphic design i. Develop creative concepts, including digital and traditional production, delivery, and reporting; ii. Develop design layout, graphics, illustrations, infographics, and animation for web, digital and print applications;
iii. Provide copywriting or editing services within the context of creative and graphic design; and
iv. Provide paid media strategy and selection services on a campaign or project specifc basis as follows:
· Select the media buy that best integrates with the strategy and planning for the campaign/project; and
· Develop, negotiate and purchase cost-efective and quality media within the channel(s) identifed for the campaign/project strategy, all in accordance with WorkSafeBC’s requirements, including setting up of media contracts, media purchase authorizations, and approval of buys.
(d) Branding strategy
i. Provide strategic and creative advice on branding strategy and the associated marketing campaigns, as well as planning and support;
ii. Develop and manage a branding strategy and associated behaviour change marketing campaigns;
iii. Provide paid media strategy and selection services on a campaign or project specifc basis as follows:
· Select the media buy that best integrates with the strategy and planning for the campaign/project; and
· Develop, negotiate and purchase cost-efective and quality media within the channel(s) identifed for the campaign/project strategy, all in accordance with WorkSafeBC’s requirements,
including setting up of media contracts, media purchase authorizations, and approval of buys. Respondents may submit a Proposal for one or more of the categories listed above. The Services and performance requirements are further described in the Contract. 3.2 SERVICE DISTRIBUTION. WorkSafeBC will assign Services under the Contract(s) on an as and when required basis. Where WorkSafeBC identifes a need for Services, WorkSafeBC will identify a Contractor and assign the Services to that Contractor taking into consideration the factors that WorkSafeBC considers appropriate in the circumstances, such as: the Services category or categories for the project; the requirements of the project; the Contractor’s resources and capacity during the project timeline; the Contractor’s demonstrated experience and profciency for the specifc requirements of the project; the Contractor’s previous experience or performance under the Contract for related projects or Services of the same or similar nature.
