The State of Nevada Purchasing Division, on behalf of the Nevada Department of Wildlife (NDOW), is seeking proposals from qualified vendors to provide public relations/marketing/advertising services in Nevada.
The Nevada Department of Wildlife (NDOW) is the state agency responsible for the restoration and management of fish and wildlife resources, and the promotion of boating safety on Nevada’s waters. NDOW is organized into seven divisions (law enforcement, game, fisheries, conservation and education, habitat, wildlife diversity, and operations division) that develop programs and projects, and three regions (eastern, southern and western) that implement these programs.
In addition, NDOW coordinates agency planning activities, legislation, and support operations by assigning senior management level personnel to coordinate these efforts. The Department is led by a governor-appointed Director, who also serves as the Secretary of the Wildlife Commission.
The Nevada Board of Wildlife Commissioners, a 9-member, governor-appointed board, is responsible for establishing broad policy, setting annual and permanent regulations, reviewing budgets, and receiving input on wildlife and boating matters from entities such as the 17 county advisory boards to manage wildlife.
Scope of Work:
MEDIA BUYING AND PUBLIC RELATIONS SERVICES
Awarded vendor(s) will provide media buyer and comprehensive advertising and outreach services. To include, but not limited to the following:
1.1.1 Vendor(s) will purchase/place advertising including, but not limited to, television, print, and digital advertising outlets.
1.1.2 Vendor(s) will act as a consultant to produce creative services for any/all outreach campaigns, as directed and needed.
1.1.3 Vendor(s) will develop and create comprehensive outreach and advertising campaigns for every NDOW mission as directed and needed on project and/or on an annual basis.
1.1.4 Vendor(s) will work with all aspects of agency, including wildlife issues, agency public and community relations, public safety and boating and wildlife education.
1.1.5 Vendor(s) will provide strategies, tactics and execution for online and social media outreach and advertising.
1.1.6 Review background information on the Nevada Department of Wildlife’s angler and/or hunter marketing plans, including outreach strategies and program activity.
1.1.7 Develop media strategies directed toward reaching targets.
1.1.8 Negotiate media placement. Vendor should demonstrate an ability to leverage media dollars and negotiate for bonus exposure.
1.1.9 Provide materials, delivery, contacts, address, and preferred/accepted formats and specifications, and due dates to NDOW in a manner allowing for timely delivery.
1.1.10 Provide post-buy analyses on broadcast buys.
