Task 1 – Program and Project Management:
Kickoff Meeting – For each task order, a kickoff meeting shall be scheduled after the notice to proceed has been issued and each Task Order award is made to discuss plans and timelines and clarify roles and responsibilities. The kickoff meeting will be held at the DCFR offices, the Contractor’s offices, or by teleconference.
Work Plan – For each Task Order, the Contractor shall develop a written work plan, minimally including all essential interim and final deliverables, key staff responsible for tasks, schedule of key deadlines, and clarifications or updates specific to each task.
Task 2 – Communications, Branding, and Marketing: This function supports DCFR in developing strategy to support its mission and goals through a broader agency-wide communications plan, and development or enhancement of customized strategic marketing plans through:
• Creation of branding initiatives and guide
• Generation of public awareness of products, services, and public safety issues
• Identification and analysis of target markets
• Establishment of measurable marketing objectives
The bidder must develop, deliver, and execute complete marketing and dissemination plans to include content strategies, promotion plans, social media plans, messaging, tracking and delivering results. Example deliverables include, but are not limited to:
• Assessment of current communications activities and materials
• Dissemination Plan
• Strategic Communications Plan (SCP) to guide the marketing programs, public education, and advocacy efforts across web, mobile, and social media platforms.
• Partner Development and Promotion Plans
• Social media plans
• Social media toolkits
• Developing and pretesting concepts, messages, and materials
• Managing implementation
• 508 Accessibility compliances Task 3 – Creative Services: This Task Order calls for the ability to deliver creative services that include video pre-production, production, and post-production, in house. The Contractor will work to develop a suite of communication products to support the marketing, recruitment, and training objectives of this SOW. Examples of the types of templates and dissemination formats needed:
• Social media messages and graphics
• Video production
• Audio capture
• Video editing
• Motion graphics, 2D and 3D animations, geospatial animations, and character animations
• Streaming video (Facebook Live, Instagram Live)
• Graphic design
• Exhibit design and delivery
• UI/UX design, web design, web development/programming
• Training materials for instructional design to include SCORM compliance
• Written content to include scriptwriting, web content, social media content, promotional materials (such as brochures), and other materials as needed. Multilingual translations required as needed. Example deliverables include, but are not limited to:
• Pre-production, production, and post-production phases
• Scriptwriting
• Directing
• Shooting
• Editing

Task 4 – Training and Assessments: This contract calls for the ability to deliver training solutions for internal and external stakeholders. Training may be developed for custom online or in-class delivery. Training solutions may integrate video, animation, graphic design, and audio to deliver successful in-depth training and behavioral change in an engaging and user-friendly way. Specific requirements include, but are not limited to:
• Instructional Design
• Subject Matter Expertise
• Understanding of the course subject
• Training assessments (listed below)
• Presentation of content in a logical, innovative, captivating manner
• Use of effective storytelling and learning techniques Example deliverables include, but are not limited to:
• Provision of a prototype
• Design, development, and delivery of web-based training
• Course design and functionality
• SCORM compatible content for current electronic Learning Management System.
• Visual designs that appeal to the target audience
• Written content that provides a clear message
• Section 508 Accessibility Compliances Training Assessments: This contract calls for the ability to deliver target market assessments that provide personalized insights that lead to behavior change, leadership development, and development. Previous experience in implementing assessments to include: Culture Index, Center for Creative Leadership Managers Benchmark assessment, MBTI Step I, MBTI Step II, FIRO-B, MHS EQ-i 2.0, Clifton StrengthsFinder, various other 360s, and the DiSC assessment.
Task 5 – Recruitment Marketing: Key to this Task is executing recruitment marketing for DCFR’s exceptional career opportunities for men and women transitioning out of the military. Many returning veterans report that they struggle to adjust to civilian life when they return from active duty. The Contractor shall develop a recruitment marketing plan and products that create positive opportunities for returning veterans with a focus on the community service aspects and career path opportunities that allow Veterans to succeed through their specific knowledge, skills, abilities, and aspirations. Example deliverables include, but are not limited to:
• Strategic Communications Plan (SCP) to guide the marketing programs, public education, and advocacy efforts across web, mobile, and social media platforms. The SCP will describe the activities for internal and external audiences, since each has different needs.
• Partner Development and Promotion Plans to include event outreach
• Social Media plan
• Media buying/placement
• Video production
• Graphic design This Task calls for the ability to deliver an interactive, email portfolio for recruiting, leadership communications, briefings, company surveys, instructional training, and more. Features shall include:
