Prince George’s County, Maryland Issues Publicity RFP

STATE OF MARYLAND

The purpose of this contract is to provide Prince George’s County Government with comprehensive integrated public relations, marketing, and graphic design services in a wide range of areas. The public relations and marketing efforts must be responsive to the needs of specified target populations and effectively address County issues specific to each project. The selected vendors will consult regularly with the requesting agency to ensure that all projects are on track and completed within designated timeframes

Scope of Work

The Contractor(s) shall provide, as appropriate, public relations, marketing, and graphic design services. The Contractor(s) shall execute graphics/communications projects through the use of various traditional and digital media including photography, videography, printing services, and broadcast using various means. Each service below shall include an initial consultation with the client. Typical work products may include some/all of the following services/materials, separately or in tandem with others:

Category I – Development of Marketing Plans 

A. Consultation – Discuss project with client.

B. Marketing Plan – Develop a marketing plan that includes research, concept development, consultation with technical experts, plan writing, plan assembly with an appealing and readable layout, document assembly, and submission of a complete electronic document (includes initial consultation with client).

C. Communications Strategies (including Crisis Communications) – Plan, develop, and execute comprehensive strategies to effectively communicate specific messages to targeted audiences and meet organizational objectives.

Category II – Design, Illustration, Layout Services 

A. Consultation – Discuss project with client.

B. Design, Illustration and Layout Services – Create original art including logos, charts and diagrams utilizing provided text and digital files (transmitted through email); provide comprehensive layouts/concepts; includes revisions to previously created work that involves design issues; and provision of proofs as required.

C. Language Translation – Translate written materials from one language to another (multiple various languages may be required).

D. Text Revisions – Change text (provided by the County) from previously created work on file or appearing in proofs, that do not involve design issues.

Category III – Promotional Outreach 

A. Consultation – Discuss project with client.

B. Public Relations Strategies and/or Communications Campaigns – Develop and execute public relations strategies and/or communications campaigns.

C. Media Buys – Develop advertisements for TV, Radio, and Digital platforms.

D. Ad Placement – Place advertisements for TV, Radio, and Digital platforms including website advertising (Banners and/or Popups), interior/exterior bus ads, bus shelter ads, Metro Station ads, billboards.

E. Social Media Messaging – Develop and place messaging on platforms such as Facebook, Twitter, Instagram, and YouTube.

Category IV – Photography and Related Services 

A. Consultation – Discuss project with client.

B. Photography – Provide a professional photographer for the purposes of taking 35mm or 100mm film photographs of pre-determined subjects or models, in specified indoor or outdoor settings, including the provision of all required photographic lighting supplies, props, and equipment necessary. 

C. Models – Provide one or more models for the purposes of posing in photographs to be used for County purposes such as on the website, in publications, in videos, on exhibits, etc. Contractor shall also be responsible for the legal participation talent release form. 

D. Videos – Develop professional videos as needed.

E. Proofs – Provide proofs in Black and White and/or Full Color as requested.

D. Web Pages 

E. Purchase of Campaign URLs
