Modern AI risk assessment in higher education is the documented evaluation of AI systems against institutional risk tolerance — covering compliance, security, pedagogy, equity, and reputation. Universities that have institutionalized AI risk assessment operate with clarity. Universities that haven't operate with exposure they often do not recognize.

The six risk dimensions

1. Compliance risk. FERPA, COPPA, state student privacy laws, EU AI Act where applicable, accreditor expectations, federal AI guidance. Specific to each system's data handling and decision-making scope.

2. Security risk. Data breach, model leakage, supply-chain compromise, vendor instability. Standard cybersecurity risk evaluation at AI-specific rigor.

3. Pedagogical risk. Does the system produce learning outcomes consistent with institutional educational frameworks? Does it create dependence that undermines learning? Does it generate content that misleads students?

4. Equity risk. Bias in outputs, demographic disparities in performance, accessibility limitations, language coverage gaps. Documented testing required for systems making consequential decisions.

5. Reputation risk. Public perception of the system, alignment with institutional values, media and stakeholder reaction potential.

6. Operational risk. Integration dependencies, vendor stability, contractual exit options, business continuity.

The risk assessment framework

Step 1: System inventory. Documented inventory of every AI system in use, planned, or under evaluation.

Step 2: Risk tiering. Higher-risk systems (student-data-handling, decision-making, content-generating) receive deeper evaluation than lower-risk systems.

Step 3: Documented evaluation. Each system evaluated against the six dimensions with documented findings.

Step 4: Mitigation planning. For identified risks, mitigation strategies documented and assigned to specific owners.

Step 5: Approval or rejection. Systems above institutional risk tolerance rejected. Systems with mitigation requirements approved conditional on mitigation execution.

Step 6: Continuous monitoring. Post-deployment monitoring against the risk dimensions. Reassessment annually or after material changes.

Who owns AI risk assessment

A cross-functional governance committee with documented authority. Faculty, IT, legal, security, student affairs, communications. Operating, not advisory. Reports to a named senior leader — provost, CIO, or chief privacy officer most commonly. The committee meets regularly, evaluates new systems, and updates institutional posture as AI capability evolves.

What happens without institutional risk assessment

Departmental shadow procurement accumulates unevaluated AI exposure across the institution.

Reactive incident response when problems emerge — typically too late to control narrative.

Inconsistent vendor management across schools and departments — producing both compliance exposure and integration failure.

Reputational damage when incidents reveal the institution's lack of governance posture.

The institutions that have built AI risk assessment as a permanent operating discipline are positioned for the next decade of AI deployment. The institutions that haven't will eventually face an incident — and the absence of pre-existing risk assessment infrastructure will compound the institutional damage.
