The Long Beach Water Department (LBWD) invites Consultants to submit Statements of Qualifications (SOQ) for Public Affairs services for various on-call projects. The LBWD desires to enter into multiple on-call agreements to develop a comprehensive roster of available Consultants. Awarded Consultants will be assigned tasks for various projects at the sole discretion of the Long Beach Water Department. Some examples of specialized professional services that might be employed for Water Department projects include, but are not limited to, the following
A. Graphic Design Services
B. Marketing Campaigns
C. Social Media Creative Content
D. Strategic Communications Planning
E. Digital Platforms Maintenance and Support
Scope of Work:
General. The Long Beach Water Department desires to engage the services of professional consulting firms to provide support for all aspects of Public Affairs for various on-call projects at the Water Department.
Basic Services. There are five predominant categories of Consultant services that will be primarily utilized for various on-call projects at the Water Department. These categories may include, but are not limited to, deliverables discussed below:
A. Graphic Design Services for Digital, Print, and Audio Visual Marketing Materials
• Consultant(s) will show demonstrated competency in of marketing materials for various outlets, including:
o Print
o Digital
o Banner advertisements, including flash
o Audio Visual
o Videography services
o Music services
o Photography services
B. Marketing Campaigns
• Consultant(s) will show demonstrated competency in comprehensive marketing development, including:
o Creative conceptualization and design of water use efficiency, lifestyle and other marketing campaigns
o Continuity of existing lifestyle campaign
o Innovative digital methods to engage various audiences
• The proposed marketing campaigns shall include:
o Detailed evaluation of how will create long-term behavioral changeno Examples of metrics and analytics to design programs and evaluate
C. Social Media Creative Content
• Consultant(s) will show demonstrated competency across various social media sites, i:
o Facebook, Twitter, Instagram, YouTube
o Integration of social media content and strategy with broader marketing campaign initiatives
o Create monthly social media calendars for pre-approval
o Monthly metrics reports
• The proposed social media creative content shall include:
o conservation behavioral change
o Examples of metrics and analytics to design content, determine platform and evaluate effectiveness
D. Strategic Communications Planning
• Consultant(s) will show demonstrated competency in creating brand strategies including:
o Establish a full implementation plan and rollout of the prior brand refresh
o Ability to articulate the Department’s brand, identify the brand’s major elements, and recommend means and methods of aligning communication and program materials with the brand.
o Build the capacity of Department staff to successfully implement the strategy and reinforce the brand in communication materials. This may be through workshops, training, or other methods.
E. Digital Platforms Maintenance and Support
• Consultant(s) will show demonstrated competency and have knowledge and experience in WordPress website platform and mobile apps
• Assist with page creations, page edits, and updates and maintain desktop, mobile tablet website environments
• Provide support for Long Beach Water’s Report a Water Waster mobile app and an additional mobile app development
• Maintain lbwater.org main website and supportive program websites
• Provide on-call, emergency support for website(s)
