Scope: 

1.        Strategic communications planning, creative development, and account management.

•      Overall general election event strategy, analysis, creative platform, and key messaging

•      End-to-end project and account coordination and management of a specific ESK project

•      Creative and advertising development in traditional and new mediums.

•      Recommendations on a fixed budget allocation across mediums

•      Produce two newspapers ads statutorily required per The Election Act, 1996

•      Securing talent and production resources for advertising

•      Assisting with designing outreach activities to attract the roughly 5,000 people needed as election day workers in a Saskatchewan general election

2.        Media planning, buying and placement

•      Media buying and placement for both traditional and new media channels. This includes, but not limited to, print, video, radio, TV, online, digital, billboards, indoor, outdoor, experiential marketing, social media, transit, cinema, campus

•      Negotiating favourable rates for ESK with media

•      Meeting payment deadlines of media and other vendors

•      Producing tracking reports as required

3.        Digital and website design and maintenance

•      Ongoing maintenance and enhancements to www.elections.sk.ca

•      Develop applications and tools to make it easier for eligible voters to register, find their constituency, find where to vote during the writ period, and view election results

•      Provide strategic advice and implementation for using digital media space to create election awareness, educate voters and recruit workers

4.        Photography and video production

•      Photography services and/or video production for training, awareness, advertising, and to support the creative platform for electoral events

•      Day-to-day photography and video production over the four-year election cycle of ESK events, people, meetings, training, etc. as required

5.        Desktop publishing and graphic design

•      Produce ESK annual reports, publications, CEO assessments, white papers, training manuals and training tools

•      Produce creative materials for interior and exterior ESK signage

•      Office supplies such as business cards, office signage, calendars, etc.

•      Conduct tenders with ESK-qualified printers to produce ESK print materials

6.        Printing and signage

•      Printing ESK materials including publications, brochures, posters, postcards, writs of election, proclamations, business cards, calendars, training materials, reporting, assessments, and other print documents

•      Produce interior and exterior signage to promote electoral events, provide location details and directions for voting locations, and training exercises

7.        Direct mail delivery

•      Manage the production, printing and distribution of household mailers, postcards, letters, and other printed material from ESK direct to households

8.        Translation services

•      Provide translation services for ESK speaking notes, presentations, documents, brochures, voter information, guides, and voter information cards

•      Procurement of services and coordination of ESK translation needs for other languages including, but not limited to, Arabic, Cree, Dene, French, German, Hindi, Mandarin, Michif, Nakota, Punjabi, Tagalog, Ukrainian and Urdu

9.        Event planning

•      Planning of logistics for ESK-hosted events such as registered political party meetings and field staff training including procurement of goods, materials, and services to support these events

10.    Promotional items

•      Supply ESK with promotional items for stakeholder gifts, awards, and appreciation
