Lobbying RFP Issued By American Council of Engineering Companies of Colorado

ACEC Colorado seeks to retain the services of a lobbyist to work with the Executive Director and other assigned staff to address matters in which ACEC Colorado needs professional assistance before the Colorado State General Assembly, individual state legislators, State of Colorado Governor, and other state agencies and pertinent coalitions.

Background:

ACEC Colorado Overview Founded in 1956, the American Council of Engineering Companies of Colorado (ACEC Colorado) is the business association of approximately 260 member firms employing nearly 12,500 employees in the independent private practice of consulting engineering. ACEC Colorado member firms are led by Colorado-licensed Professional Engineers or Professional Land Surveyors and provide built environment services in the vertical and horizontal markets and to public- and private-sector clients. ACEC Colorado is a primary resource for accessing engineering information, expertise and business ethics practices.

The primary mission of ACEC Colorado is to advance a business environment that helps consulting engineering firms thrive. ACEC Colorado is a Membership Organization (MO) of ACEC National, a federation of 52 state and regional councils representing more than 600,000 engineers, land surveyors and other specialists. Currently, by number of firms, ACEC Colorado is the fourth largest MO within the federation. ACEC Colorado has an annual budget of $1.03 million, is governed by a 12-person Board of Directors and managed by five full-time, paid staff members. Scope of Work:

ACEC Colorado seeks to retain the services of a lobbyist to work with the Executive Director and other assigned staff to address matters in which ACEC Colorado needs professional assistance before the Colorado State General Assembly, individual state legislators, State of Colorado Governor, and other state agencies and pertinent coalitions.

Strategy 1. Propose an annual strategic advocacy and political engagement plan designed to achieve legislative goals for the built environment and support business objectives. 2. Assist in the development and implementation of ACEC Colorado’s annual legislative agenda, issues of concern document, key proposals and policy positions; 3. Formulate strategies and tactics with the Executive Director and Government Affairs Committee to achieve ACEC Colorado’s legislative advocacy objectives. 4. Develop and coordinate a plan for off-session activities. 5. Assist with ACEC Colorado being a thought leader and resource to policy decision-makers. 6. Strengthen ACEC Colorado’s presence at the Capitol by being the “eyes and ears” of ACEC Colorado and serving as the day-to-day contact for legislators and other lobbyists on behalf of the organization.

Service-area Specifications The lobbying firm (“lobbyist”) selected must be able to provide services and meet requirements including but not limited to: 1. Actively lobby members of the state legislature, legislative staff and state government officials concerning pertinent legislation that achieves ACEC Colorado’s advocacy goals. 2. Detect introduction of potential legislation that may affect consulting engineering firms or the design and construction industry (i.e., “pertinent legislation”). 3. Identify and analyze legislation that may have an impact on ACEC Colorado, including information on the sponsor, any background information on the reason for the bill, those entities in support and opposition, effect of the bill on ACEC Colorado, and a recommendation of ACEC Colorado’s position. 4. Track progress of pertinent legislation that has been introduced that may have an impact on the ACEC Colorado membership/network.
