The National Transport and safety Authority in Nairobi, Kenya was established through an Act of Parliament; the objective of forming the Authority was to harmonize the operations of the key road transport departments and help in effectively managing the road transport sub-sector and minimizing loss of lives through road accidents. They are seeking a communications and media relations agency.

CORE FUNCTIONS:

• To advise and make recommendations on matters relating to road transport and safety.
• To implement policies relating to road transport and safety
• To plan, manage and regulate the road transport sector in accordance with the provisions of the Act no.33,2012
• To ensure the provision of safe, reliable and efficient road transport service.

OBJECTIVES OF THE ASSIGNMENT

The overall objective of the assignment is to deliver and execute communication and Media relations services that will increase the level of awareness of NTSA and its various services among its diverse stakeholders to help in:

A. Development and execution of Integrated Communications for all NTSA services related to its legal mandate
B. Public Relations for all NTSA activities at corporate and service level.
C. Special programmes for key stakeholders in line with NTSA’s mandate.
D. Provide corporate communication services with the aim of building brand awareness and equity at both corporate and service line level.
E. Undertake a brand audit on the NTSA Corporate brand and other service brands in the authority.
F. Develop and implement communication structures for the departments in the Authority and align to its strategic plan.
G. Develop and implement communication strategies for the departments in the Authority and for the corporate brand.
H. Broaden the scope of positive press awareness and coverage to a wider and relevant group of print and broadcast media.

SCOPE OF WORK ACROSS THE CONSULTANCY PERIOD

NTSA is looking for the services of a professional firm to:
A. Provide compelling and believable messages that promote Road Safety awareness and the Authority’s mandate.
B. Enhance behaviour change in relation to road safety by all.
C. Enhance a sense of compliance and ownership of road safety among Kenyans
D. Develop internal communication messages and relevant materials to enhance staff engagement.
E. Increase awareness and recognition of the NTSA brand.
F. Provide Public Relations services and Brand Communication.
G. Provide Digital Services for NTSA and for service brand communication
H. Provide strategic brand communication and advertising services.
I. Provide stakeholders insight services that inform communication needs.
