Under FARA, any foreign government, political party, individual, or organization on whose behalf a U.S.-based agent acts. Triggers disclosure of the relationship, the work performed, and the payments received. Determining whether a client is a foreign principal — and when in the relationship that determination kicks in — is the first question in any FARA-adjacent communications mandate.
