Open PR RFPs: Active Bids and Submission Deadlines

Open PR RFPs are active requests for proposals from public agencies, nonprofits, universities and tourism bodies that invite agencies or consultants to bid on public relations and communications work. This page lists 17 opportunities with deadlines from November 10 to December 8, 2026, each checked against an official notice on November 8, 2026. A listed deadline does not mean every bidder is eligible.

Last updated November 8, 2026.

Summary

  • The table below lists 17 open opportunities sorted by deadline, from November 10 to December 8, 2026.
  • Nine are government or public-authority buyers and eight are education, tourism, nonprofit or environmental buyers.
  • One competition is restricted to pre-qualified suppliers and one assignment accepts individual consultants only.
  • Four listings disclose a budget amount, and each amount is labeled as a fee, a maximum or an anticipated value.
  • A listing leaves the active table when its deadline passes. A closed deadline is not an award.

Which PR RFPs are open right now?

Seventeen PR and communications RFPs were open on November 8, 2026, according to the issuers' own notices. The table sorts them by submission deadline, and each row links to the full listing and to the official source. Deadlines use the issuer's stated time zone where one was given.

Which open PR RFPs close first?

Seven of the 17 open PR RFPs close between November 10 and November 13, 2026, so they need a bid decision this week. Weston Board of Education closes first on November 10 at 10:00 a.m. local time. Watershed Conservation Authority and Bowie Business Innovation Center follow on November 12, and RochesterWorks, the Michigan Center for Adult College Success, the New Mexico Economic Development Department and Samaritan Daytop Foundation close on November 13.

A second group closes from November 16 to November 24, and the last three close on December 4 and December 8. Agencies that need a week or more to assemble references and pricing will find the realistic targets in that second and third group.

Which listings have restricted eligibility?

Two listings limit who can respond. The Canadian Nuclear Safety Commission competition is restricted to holders of a specific Tier 1 federal supply arrangement in the National Capital Region, and the full RFP goes directly to invited holders. The Universal Postal Union assignment accepts individual consultants only and excludes companies.

Several other notices add registration steps rather than outright restrictions. Fairfax County Economic Development Authority requires registration on its bidding portal, and the Eastern Shore of Virginia Broadband Authority requires Virginia State Corporation Commission registration. South African Tourism holds a compulsory briefing on November 13, which can eliminate a new entrant even though the proposal deadline is weeks away.

Which open PR RFPs disclose a budget?

Four of the 17 open PR RFPs publish a budget figure, and Weston Board of Education states that its budget is not established. The disclosed figures differ in kind, so they cannot be added together.

  • Bowie Business Innovation Center anticipates $50,000 to $75,000 per year for a one-year term with an option to renew.
  • The Michigan Center for Adult College Success sets a maximum of $90,000 for one year.
  • RochesterWorks lists $225,000 for professional services and a separate $250,000 first-year placements allocation, and the placements money is not agency fees.
  • Watershed Conservation Authority anticipates a maximum of $250,000 for the first year, inclusive of approved expenses, with no guaranteed minimum spend.

The other 12 listings did not disclose a budget in the official material reviewed. A blank means not disclosed, not zero.

How should an agency screen an open RFP?

An agency should screen an open RFP in six steps, starting with eligibility and ending with the submission method. Doing the steps in this order stops a team from drafting a proposal it cannot legally submit.

  1. Read the current notice, the RFP and every addendum together, because a later addendum can move a deadline.
  2. Confirm eligibility: supply-arrangement membership, local registration, insurance and conflict rules.
  3. Note any mandatory briefing, intent-to-bid date or question cutoff that falls before the proposal deadline.
  4. Convert the deadline to your own time zone, and ask the issuer in writing when the time zone is not stated.
  5. Check what the budget figure covers: agency fees, media spend or a maximum for all expenses.
  6. Follow the stated submission route, whether email, sealed delivery or a procurement portal.

How are these listings checked?

Each listing is built from the issuer's own notice or procurement document, not from a third-party aggregator. Aggregator pages were used only to discover leads, and a lead stayed off this page until an official source confirmed the scope, the deadline and the eligibility conditions.

Some records carry limits. The New Mexico notice confirms the date and scope but not the time, and the full document was not readable. Several procurement portals require registration to see the full package, so conditions behind a login are not summarized here. Listings are a dated editorial snapshot, and an addendum, cancellation or award can change a status after November 8, 2026.

Where are the full listings?

The full listings sit on two pages, so each opportunity has one detailed home. Government PR RFPs covers state agencies, public authorities, Canadian public bodies and the individual consultant post. Industry PR RFPs covers education, tourism, nonprofit and environmental buyers.

Agencies preparing their own buyer brief can start with the PR agency RFP template. Evergreen guides and reference cases sit in the PR and marketing RFP archive, and RFP newsletters explains how agencies source leads between directory updates.

Frequently Asked Questions

What is an open PR RFP?

An open PR RFP is a request for proposals for public relations or communications work whose submission deadline has not passed. This page counts an RFP as open only when an official notice showed a future deadline on November 8, 2026.

Can any agency bid on a listed RFP?

No. Eligibility depends on the issuer's conditions, such as registration, location, supply-arrangement membership or company size. The Canadian Nuclear Safety Commission and Universal Postal Union listings show two clear restrictions.

What does a restricted competition mean?

A restricted competition limits bidding to suppliers who already hold a qualification, such as a federal supply arrangement. The full RFP is usually sent directly to those suppliers instead of being posted publicly.

Does a closed deadline mean the contract was awarded?

No. A deadline ends the bidding period, and an award follows only after evaluation. This page reports an award only after an official source confirms it.

Why do some listings show no budget?

Many issuers do not publish a budget. Twelve of the 17 listings disclosed no amount in the official material reviewed, so the page shows them as not disclosed instead of estimating.

How do I check for changes after a listing is published?

Open the official notice linked in the table and read the latest addendum. Issuers can extend deadlines, answer questions in writing or cancel a solicitation, and the issuer's page always controls over this directory.
