Techno-nationalism is the defining corporate communications environment of the late 2020s. The semiconductor industry, AI infrastructure providers, cloud platforms, defense technology firms, and the broader industrial-policy beneficiaries all now operate against a communications reality in which government industrial strategy, export controls, sovereign capital, and national-security framing are the structural variables that determine where a company can sell, where it can manufacture, and what it can say in public about either.

The Chip Layer
The semiconductor industry sits at the center of every techno-nationalist policy frame. TSMC is the most important manufacturing firm in the world by strategic weight, producing roughly 90% of the most advanced logic chips and operating inside Taiwan's complex security position relative to China. TSMC's communications operation has matured into one of the most carefully calibrated in global business — sustained presence in U.S. industrial-policy press, deliberately understated commentary on geopolitical questions, and a U.S. manufacturing buildout (Arizona, Phoenix) that is itself a communications artifact as much as an operating reality.
ASML — the Dutch company that holds an effective monopoly on extreme ultraviolet lithography systems required for sub-7nm chip manufacturing — sits at a parallel inflection point. ASML's export licensing has become a U.S.-Netherlands-China negotiation rather than a commercial transaction. The company's communications discipline runs against three audiences simultaneously: regulators in The Hague, Washington, and Brussels; customers in Taiwan, Korea, the U.S., and China; and investors who price the stock on the policy outcome more than the operating performance.
Arm (post-IPO, Softbank-controlled) and GlobalFoundries sit in adjacent positions. Arm runs the licensing model that powers most non-Apple non-x86 silicon; GlobalFoundries runs trailing-node manufacturing with substantial Department of Defense relationships. Both communications operations have shifted measurably toward national-security framing in the past three years.
Export Controls and Industrial Policy
The U.S. Department of Commerce's October 2022 export controls, the 2023 amendments, and the 2024-2025 expansions defined the operating environment for every U.S.-headquartered semiconductor, AI infrastructure, and advanced manufacturing firm. The CHIPS and Science Act codified the industrial-policy side of the same shift. The communications challenge — both for the firms subject to the controls and for the firms competing against them — is structural. Public statements about export licensing are legally constrained. Investor communications are subject to disclosure obligations. Customer communications must navigate the question of whether the firm can continue to serve customers in jurisdictions the controls affect.
The firms that have built sustained government-relations communications operations — Nvidia, Intel, AMD, Applied Materials, Lam Research, KLA — run the discipline as a separate function from conventional public relations. The firms that try to manage export-control communications inside the broader marketing organization typically produce the contradictions trade press notices.
China-US Competition
The structural reality reshaping every major corporate communications operation with global exposure is the bifurcation of the U.S. and Chinese technology ecosystems. Cloud providers, semiconductor designers, AI model developers, electric vehicle manufacturers, biotech firms, and increasingly consumer technology brands all now operate inside two markets with separate regulatory regimes, increasingly separate supply chains, and increasingly separate communications expectations.
The companies running this well treat the bifurcation as an operating reality, not as a temporary trade dispute. They build dedicated communications operations in each market, run parallel investor narratives, and develop the diplomatic posture that allows them to operate in both without becoming the subject of either administration's political messaging. The companies treating the bifurcation as a phase that will end produce the cycles of crisis communications that follow each major policy event.
The AI Race
The AI infrastructure layer — frontier model developers, GPU manufacturers, hyperscale cloud providers, and the new tier of AI-specialized chip companies — operates inside the same techno-nationalist frame. The U.S. CHIPS and Science Act, the European AI Act, China's industrial AI policy, and the increasingly explicit national-security framing of frontier AI capabilities all reshape how the major AI companies communicate.
OpenAI's October 2024 transition toward more explicit national-security framing, Anthropic's sustained engagement with U.S. defense and intelligence customers, Google DeepMind's policy operations in Washington and Brussels, and Microsoft's joint posture with OpenAI on infrastructure investment all reflect the operating environment. The communications discipline is one part trade press, one part policy press, one part sovereign-investor communications, and one part the broader national-security press that now covers AI as a primary beat.
Industrial Policy and Sovereign Capital
The CHIPS Act, the Inflation Reduction Act, the European Chips Act, Japan's semiconductor revival programs, South Korea's K-Chips Act, India's semiconductor mission, and the UAE's sovereign AI infrastructure investments all shape the operating environment for the firms named above. The communications work runs against an audience set the firms did not previously address — national legislatures, sovereign wealth funds, defense ministries, and the policy press that covers each.
The firms that have built this capability typically have a Chief Government Relations or Chief Policy officer reporting to the CEO at the same level as the Chief Communications Officer. The firms that still treat government relations as a Washington office reporting to the GC produce the slow-response patterns the modern environment punishes.
The EPR Position
Techno-nationalism is now a defined topic pillar inside EPR's coverage. The discipline crosses semiconductor, AI, defense, energy, and increasingly biotech. The communications expertise required to operate inside it is different from conventional corporate communications, different from conventional public affairs, and different from conventional investor relations. It is its own discipline, and the brands building it now will own the operating positions inside the techno-nationalist environment for the rest of the decade.
