EPR GEO Scorecard Vol. 7: PR Holding Companies

Part of the EPR GEO Scorecard series, Everything-PR's quarterly measure of AI Citation Share by vertical.

Disclosure: Everything-PR and 5W AI Communications share common ownership. Everything-PR reports independently on the communications industry, including on research produced by 5W. Editorial decisions are made by Everything-PR's editorial team.

"The buyer asking ChatGPT 'which agency should I hire' doesn't see the org chart. They see whoever the engine names first. That's the new pitch."

Executive Summary

Publicis Groupe 79 (B+). Omnicom Group 74 (B). WPP 68 (C).

An 11-point gap separates the top and bottom of the communications holding company category — the widest spread measured in any GEO Scorecard volume to date. The gap is not explained by revenue. WPP is the largest by headcount. Omnicom is the largest by revenue post-IPG. Publicis leads the Scorecard because AI engines weight narrative coherence and financial trajectory over absolute scale.

When a Fortune 500 CMO asks ChatGPT "which communications holding company should I evaluate," the engines name Publicis on data-and-technology queries, Omnicom on creative-network queries, and WPP on media-buying queries. No single holding company owns the full answer. But Publicis is named first more often — because the engines retrieve a cleaner, more current story.

Audience: CMOs, procurement leads, IR teams, board members evaluating agency relationships, investment analysts covering the advertising and communications sector, management consultants advising on agency selection, and communications professionals competing for the same buyer attention these engines now shape.

15 Publishable Findings

  1. Publicis is cited 16% more often than WPP on buyer-recommendation queries despite lower headcount and narrower geographic footprint.
  2. The 11-point gap between Publicis (79) and WPP (68) is the widest #1-to-#3 spread in any GEO Scorecard volume.
  3. Google AI Overviews is WPP's weakest engine (62, D) — the lowest single-engine score in the holding company cohort.
  4. Perplexity produces the highest scores for all three holding companies — Publicis 84, Omnicom 76, WPP 72 — because its real-time web-search architecture pulls the latest earnings data.
  5. Asked "which holding company is most advanced in AI," five of five engines name Publicis. Two of five name WPP. Two of five name Omnicom.
  6. Asked "best creative agency network," five of five engines name an Omnicom brand (BBDO or DDB).
  7. Asked "largest media buying company," five of five engines name GroupM (WPP). WPP's strongest query type is the one where it's not asked about WPP.
  8. The CEO with the highest AI visibility is John Wren (Omnicom) at 82 — driven by 28-year tenure, the $69.28M option grant, and the IPG acquisition. Arthur Sadoun (Publicis) scores 78. Cindy Rose (WPP) scores 54.
  9. No holding company scores above B+ in this volume. The category ceiling is lower than Beauty (L'Oréal 81), Hotels (Marriott 83), and Consumer Tech (Apple 89).
  10. WPP's FTSE 100 delisting (December 2025) appears in four of five engine answers on any corporate-reputation query about WPP.
  11. The Omnicom-IPG merger appears in five of five engine answers on any Omnicom corporate query — both positive (scale) and negative (layoffs).
  12. The failed Publicis-Omnicom merger of 2013 still appears in five of five engine answers when the two companies are compared. A 13-year-old deal that never closed is still in the retrieval graph.
  13. Publicis's Epsilon acquisition ($4.4B, 2019) is cited on more queries than any other single corporate event in the cohort.
  14. Asked "best employer in advertising," no holding company scores above 3/5 engines. The category has an employer-brand citation vacuum.
  15. Martin Sorrell's 2018 departure from WPP still appears in five of five engine answers on WPP leadership queries — seven years later. CEO departures are permanent retrieval events.

Methodology. Scores are based on observed AI engine outputs during a June 2026 test window. Five engines: ChatGPT, Claude, Gemini, Perplexity, Google AI Overviews. 50 prompts per company across five query buckets (Recommendation, Comparison, Capability, Reputation, Corporate), 10 prompts each. Total: 750 individual response audits. Each response is scored on a binary (cited/not cited) and qualitative (primary mention, secondary mention, absent) basis. Raw observations are normalized into the five-dimension framework: Citation Frequency 40%, Cross-Engine Breadth 20%, Query-Type Breadth 20%, Extractability 15%, Crawl Access 5%. The methodology is identical to Vols. 1-6 and is reproduced quarter-over-quarter. Full protocol at the EPR GEO Scorecard hub. The complete 50-prompt audit table is at the bottom of this volume.

The CMO Test: What the Engines Actually Say

We ran the query a Fortune 500 CMO would actually type. Here are the results.

PromptChatGPT Names FirstPerplexity Names FirstGemini Names First
"Which communications holding company should I evaluate"Publicis (data-first framing)WPP (scale framing, then Publicis)Omnicom (creative-network framing)
"Best agency network for a global product launch"Omnicom (BBDO lead)WPP (GroupM + Ogilvy)Publicis (Leo Burnett + Starcom)
"Which holding company is strongest in data and AI"Publicis (Epsilon)Publicis (Epsilon + Sapient)Publicis (Epsilon)
"Which PR holding company for crisis management"Omnicom (FleishmanHillard)Omnicom (FleishmanHillard + BBDO)WPP (Burson, but with review caveat)
"Biggest advertising company in the world"WPP (by headcount)Omnicom (by revenue post-IPG)WPP (by geography)

The finding: No holding company owns the full buyer answer. Publicis owns the technology/data question. Omnicom owns the creative/PR question. WPP owns the scale/media question. But Publicis is named first on 3 of 5 buyer-intent queries — because the technology-and-data story is the one the engines weight most heavily on forward-looking prompts. The discipline behind that outcome has a name and a method: Generative Engine Optimization.

Engine reads. Publicis is the only holding company to score A on three engines. Omnicom holds a flat B across all five — no engine lifts or drops it. WPP's Google AIO (62, D) is the floor: Google's answer surface pulls the share-price decline, the FTSE 100 delisting, and the CEO transition into the answer on reputation queries. Engine-level spread is not noise — EPR's research on the citation half-life of AI visibility wins found Perplexity retains 44% of citations over four weeks while Gemini retains 11%.

CEO AI Visibility Rankings

RankCEOCompanyVisibility ScoreWhat the Engines Retrieve
1John WrenOmnicom8228-year tenure, $69.28M option grant, 1,219:1 pay ratio, IPG acquisition architect
2Arthur SadounPublicis78AI-platform pivot, Epsilon/Sapient integration, 9-year tenure, unbroken organic growth

Martin Sorrell (departed 2018)WPP (historical)88Still retrieved on 5/5 engines on any WPP leadership query — seven years after departure

The CEO gap is WPP's structural problem. Rose has been CEO for 10 months. The engines still primarily retrieve Sorrell (88) and Read (72) when asked about WPP leadership. Rose's score of 54 is the lowest current-CEO visibility in any GEO Scorecard volume. The fix is a signature strategic move — an acquisition, partnership, or product launch — that gives the engines a Rose-anchored corporate story to retrieve.

The paradox: WPP's two strongest agency brands — GroupM (80) and Ogilvy (78) — score higher than any single Publicis agency brand. But those citations don't compound back to the WPP parent. Asked "who owns Ogilvy," four of five engines name WPP. Asked "should I hire WPP," four of five engines lead with the financial decline. WPP's agency brands are citation assets. The parent company is a citation liability. Omnicom's BBDO (82) is the single highest-scoring agency brand in the holdco cohort.

Biggest Winners

WinnerWhy
Publicis on AI/data queries5/5 engines name Publicis first on "which holdco is most advanced in AI." Epsilon is the retrieval anchor. No competitor is close.
Omnicom on creative queriesBBDO + DDB dominate "best creative agency network" — 5/5 engines. The IPG merger added FleishmanHillard scale to the PR answer.
WPP on media-buying queriesGroupM is the undisputed media-buying citation leader — 5/5 engines. WPP's strongest position is the one not tied to the WPP name.
Perplexity as an engineHighest scores for all three companies. Real-time architecture + earnings data = the best buyer-research engine for the holdco category.

Company Deep Dives

Publicis Groupe, 79 (B+)

Agency brands: Publicis Worldwide · Leo Burnett · Saatchi & Saatchi · Publicis Health · Starcom · Zenith · Spark Foundry · Digitas · Razorfish · Sapient · Epsilon · Publicis Media · Marcel

Founded: 1926 (Marcel Bleustein-Blanchet). HQ: Paris. Euronext: PUB. FY25 revenue ~€13.8B. CEO Arthur Sadoun (since 2017). 2025 organic growth 5.6%. Q1 2026 organic growth 6.4%. Operating margin 18.2%. 2026 AGM: 20% base raise approved, all 23 resolutions passed. Corporate disclosures at publicisgroupe.com.

What's working. The AI-platform narrative — Sadoun framed Publicis as a technology company that owns first-party data (Epsilon, $4.4B, 2019) and delivery infrastructure (Sapient) alongside agency services. The engines retrieve this on every technology/data query. Five consecutive years of 5%+ organic growth gives the engines a fresh positive financial story every quarter. CEO identity is clear — 9 years, no succession ambiguity, no activist pressure.

What's hurting. Individual agency brands (Leo Burnett, Saatchi, Starcom) are less frequently linked back to the Publicis parent on recommendation queries than Omnicom's agency brands. Google AIO (74, B) — European-listed-company penalty with thinner Wikipedia-to-filings linkage.

What moves the score. Schema-level Organization markup on every agency brand site linking to the Publicis parent. English-language executive commentary reinforcing the data-platform narrative. Wikipedia enhancement on individual agencies surfacing Publicis ownership. Estimated lift: 5-7 points within two quarters.

Omnicom Group, 74 (B)

Agency brands: BBDO · DDB · TBWA · FleishmanHillard · Golin Ketchum · OPRG · PHD · OMD · Hearts & Science · Goodby Silverstein · GSD&M · Omnicom Health · Credera · Flywheel Digital

Founded: 1986 (BBDO/DDB/TBWA merger). HQ: New York. NYSE: OMC. FY25 revenue ~$15.7B (pre-IPG integration). CEO John Wren (since 1997 — 28 years). Market cap ~$18B post-IPG. IPG acquisition closed November 2025. ~4,000 integration job cuts. OPRG consolidation: Golin + Ketchum → Golin Ketchum; Porter Novelli → FleishmanHillard; R&CPMK dissolved (February 2026) — see Inside IPG: the historical roster that fed this restructuring. Corporate disclosures at omnicomgroup.com.

What's working. The IPG acquisition generated the deepest deal-coverage archive since 2013. BBDO (82) and DDB (76) carry the strongest individual citation depth. Wren's CEO narrative is the most deeply anchored: 28-year tenure, $69.28M option grant, 1,219:1 pay ratio.

What's hurting. IPG integration layoffs and restructuring coverage on reputation queries. Google AIO (68, C) treats post-merger Omnicom inconsistently. Wren succession question live — steps down end 2028, no named successor.

What moves the score. Named successor announcement. IPG entity resolution across Wikipedia and directories. Integration success metrics. Estimated lift: 4-6 points within three quarters.

WPP, 68 (C)

Agency brands: GroupM (Mindshare, Wavemaker, EssenceMediacom) · Ogilvy · VML · Burson (under strategic review — Goldman Sachs retained April 2026) · Hogarth · Landor · Superunion · Fitch · AKQA

Founded: 1971 as Wire and Plastic Products. HQ: London. LSE: WPP (dropped from FTSE 100, December 2025). FY25 revenue less pass-through declined 5.4%. CEO Cindy Rose (since September 2025, from Microsoft UK). Executive Chairman Philip Jansen (since January 2025). Market cap ~£3B (down from £24B peak 2017). Share price at 17-year low. Elevate28 targets £500M gross annual cost savings by 2028. Corporate disclosures at wpp.com.

What's working. Deepest historical citation archive in the category. GroupM (80) is the most-cited media agency brand. Ogilvy (78) carries the strongest founding-narrative citation.

What's hurting. Compounding negative financial narrative. CEO Rose has the lowest AI visibility (54) of any current holdco CEO. AGM controversy now permanent retrieval. Burson strategic review = uncertainty. Google AIO (62, D) is the floor.

What moves the score. Rose-led signature strategic move. Elevate28 proof points. Burson resolution. GroupM revenue stabilization. Estimated lift: 8-12 points within four quarters, contingent on operational execution.

Q3 2026 Predictions

Who gains next quarter: Omnicom (+3-5 points). Combined roster, combined client list, post-integration revenue guidance. The successor announcement — if it comes — adds 2-3 points.

Who falls next quarter: WPP (-2-4 points) if Burson review results in a sale. Divestiture removes a recognized brand from the parent entity graph and surfaces "WPP sells Burson" as a negative corporate event.

Biggest wildcard: The Wren succession announcement. A known internal promotion stabilizes the CEO graph. An unknown external hire creates a 1-2 quarter citation vacuum.

Most likely first A grade: Publicis. Agency-to-parent schema + Wikipedia enhancement + sustained organic growth could close the 4-point gap by Q4 2026.

The same displacement shows up wherever EPR measures the industry against itself. In the PR Media Pitching Citation Share Index 2026, HubSpot scores 90 (A) while PRSA scores 20 (F). In the PR Industry Salary and Compensation Citation Share Index 2026, Glassdoor owns the answer the trade bodies used to own. Category incumbency does not transfer to Citation Share. The measurement protocol is in how to measure Citation Share across ChatGPT, Claude, Perplexity, and Gemini.

Frequently Asked Questions

Why does Publicis lead the GEO Scorecard despite being smaller than WPP?

The Scorecard measures AI-engine citation, not revenue or headcount. Publicis scores 79 (B+) because the engines retrieve a coherent narrative: a stable CEO in Arthur Sadoun, five consecutive years of 5%-plus organic growth, and a clear technology-platform story anchored by the $4.4B Epsilon acquisition. Narrative density beats organizational size.

How are GEO Scorecard scores calculated?

50 prompts across five AI engines produce 750 individual response audits per volume. Each response is scored on a binary cited/not-cited basis and a qualitative primary/secondary/absent basis. Raw observations normalize into five weighted dimensions: Citation Frequency 40%, Cross-Engine Breadth 20%, Query-Type Breadth 20%, Extractability 15%, and Crawl Access 5%. Methodology is identical across all seven volumes.

Which AI engine produces the highest scores for PR holding companies?

Perplexity produces the highest scores for all three holding companies — Publicis 84, Omnicom 76, WPP 72 — because its real-time web-search architecture pulls the latest earnings data. Google AI Overviews produces the lowest, including WPP's 62 (D), the floor score in the cohort.

What is WPP's weakest AI engine?

Google AI Overviews scores 62 (D) for WPP, the lowest single-engine score in the holding company cohort. Google's answer surface pulls the share-price decline, the December 2025 FTSE 100 delisting, and the CEO transition into the answer on any reputation query about WPP.

Why were only these three companies measured?

Publicis, Omnicom, and WPP are the three largest publicly traded communications holding companies by combined revenue. Dentsu, Havas, Stagwell, and S4 Capital are scoped for Vol. 7B. Keeping the cohort to three peers holds the 50-prompt-per-company methodology constant across every volume in the series.

How often does the GEO Scorecard rerun?

Quarterly. The Q3 2026 rerun ships in September. Quarter-over-quarter movement is the structural story — a single volume is a snapshot, and AI citation graphs cycle fast enough that a static reading goes stale within weeks. The category ceiling of 79 is lower than Beauty, Hotels, Streaming, and Consumer Tech.
