Tahoe Transportation District Issues Website RFP


TTD is seeking a firm with demonstrated website design experience to redesign its website. The website design should incorporate robust and dependable functionality that aligns with TTD’s brand and mission while providing an enjoyable user experience and overall usability.

Background:

TTD is a bi-state, special purpose district with jurisdiction to implement safe, environmentally positive, multi-modal transportation plans, programs, and projects for the Lake Tahoe Basin, including transit operations in and around the Lake Tahoe basin. TTD is governed by an eleven-member Board of Directors made up of local jurisdictions and private transportation management associations, an at-large member, and two state agencies. TTD provides both intra- and interregional connectivity that is vital to the region. TTD operates a coordinated transit system for the South Shore of Lake Tahoe and connects to other areas in the region. South Shore area services include local fixed-route serving South Lake Tahoe, California, and Stateline, Nevada along with commuter service which connects South Lake Tahoe, California, to Carson City, Nevada via the rural Nevada communities of Minden and Gardnerville. TTD provides supplemental summer service within the region known as the East Shore Express, a transit link between Incline Village and Sand Harbor State Park.

Scope of Work:

TTD is seeking a firm with demonstrated website design experience to redesign its website. The website design should incorporate robust and dependable functionality that aligns with TTD’s brand and mission while providing an enjoyable user experience and overall usability including the following scope and specifications as outlined below:

General Scope:

·         The goals of the project are to provide TTD with a vibrant, informative, intuitive, and accessible website to enhance the District’s online presence, information, and public relations capabilities. A primary objective of the redesign is to ensure a consistent look and feel throughout the site enhancing the user’s experience. This includes highlighting TTD’s transit services, through trip planning and the use of interactive route maps; information and updates regarding transportation projects and programs; along with static pages containing archival information.

·         TTD is seeking ways to enhance the user experience through navigational improvements, especially those that encourage one-click access to transit information and services on the site. The selected firm will be asked to provide recommendations for changes based on industry best practices, as well as existing usability of data.

Content Management System:

·         The site should be programmed with a fully-functional content management system that will provide a high level of flexibility for site updates and content management and offer an editable framework that TTD can populate as needed. The content management system should allow for multiple users with different levels of access rights and pages sections each user can edit as permitted.

·         The successful firm should provide documentation which will instruct permitted, non-technical TTD Staff, to access the website’s back-end to make simple website updates from any location with internet access. A user guide shall be included in the estimate, as well as adequate training.

Project Management:

·         A communication plan for ensuring a successful implementation shall be included. TTD Staff intends to take an active role in the design, implementation, and testing of the website design. TTD requires regular meetings and communication with the firm to effectively measure the progress and direction of the project. The communication plan should include bi-weekly communication with the project team at a minimum. An action item list including current and past items as well as the person responsible shall be provided at each of these meetings for documentation purposes. The successful firm is required to provide a detailed project schedule that includes both firm and TTD tasks with appropriate dates.

Programming & Launch Coordination:

·         Time included in the estimate should contain all coordination for site programming, testing, and site launch. This includes determining how core areas of the content management system will be managed, ensuring the site programming adequately translates the design, and that all site elements function as intended.

Site Test Period:

·         TTD will have the ability to view the website throughout the development and design process. Firm must conduct ongoing extensive testing prior to presenting site to TTD for review. Once design and development is complete, TTD will perform additional internal testing before final site and content acceptance. This internal testing period is not to exceed two (2) weeks.
