IOWA ECONOMIC DEVELOPMENT AUTHORITY FORMAL REQUEST FOR PROPOSALS RFP TITLE: Iowa Talent Attraction Initiative

SECTION 2: SPECIFICATIONS
2.1 Overview. The successful Contractor shall provide the services to the Authority and other agencies using the Contract in accordance with the specifications as provided in this Section.
The Contractor shall address each requirement in this Section and indicate whether or not it will comply with the requirement. If the context requires more than a yes or no answer or the section specifically indicates, Contractor shall explain how it will comply with the requirement. Proposals must address each requirement. Merely repeating the requirements may be considered nonresponsive and may disqualify the Contractor. Proposals must identify any deviations from the requirements of this RFP or requirements the Contractor cannot satisfy. If the Contractor deviates from or cannot satisfy the requirement(s) of this section, the Authority may reject the Proposal.
2.2 Proposed Scope of Work and Deliverables. Deliverables listed are the minimum expected from the Contractor. Additional information and deliverables based on Contractor’s experience with similar projects are encouraged.
IEDA is seeking a vendor to work with its staff to develop a talent attraction strategy and infrastructure that builds on the state’s marketing efforts, leverages partnerships and activates the people and organizations that will help along the way. This strategy and infrastructure will:
1. Match up prospects with communities/regions based on their lifestyle and interests, career paths, and family needs.
2. Connect them with people in communities of all sizes who are trained and ready for them.
Deliverables:
1. Convene stakeholders who have a stake in attracting talent to Iowa. Stakeholders can include employers, economic developers, workforce development agencies, and community leaders, in Iowa’s Main Street communities, Iowa Chamber Alliance member communities, and other communities/regions identified by IEDA that have – or are interested in having – talent attraction strategies. Deliverables include, but aren’t limited to in-person and virtual meetings to educate stakeholders, learn from them and create buy-in.
- 2. Build a detailed plan for the talent attraction infrastructure that includes, but is not limited to: partnership opportunities and recommendations
- infrastructure recommendations,
- lead nurturing strategies
- industry-specific pipelines
- marketing strategy recommendations
- presentations to stakeholders outlining programs and goals
- recommendations for local community champions.

3. Build the technology infrastructure to capture, nurture and convert leads. Deliverables include, but are not limited to: a fully built talent attraction infrastructure that includes targeted email campaigns; a dashboard for tracking prospects and success; distribution processes for prospect/candidate sharing that are customized to local needs; creating a local champion network and onboarding process; tools and training for local champions and economic developers on the lead nurturing process; and ongoing support for communities.
