Scope: 3.1. This agreement outlines the responsibilities and obligations of the vendor in relation to marketing, tracking, and selling the Resource Enhancement Stamp (RES) and Dream Tag. The vendor will perform the following tasks as part of the contract:

3.2. Marketing and Promotion Tools:

3.2.1. Search Engine Optimization (SEO): Implement SEO strategies to ensure the platform ranks high in search engine results for relevant keywords related to Dream Tags, RES, and hunting in Nevada.

3.2.2. Targeted Advertising and Campaigns: Integrate tools for targeted digital marketing campaigns, such as Google Ads, Facebook Ads, and email marketing tools, specifically aimed at hunters and outdoor enthusiasts.

3.2.3. Social Media Integration: Allow the platform to integrate with social media channels for easy sharing of Dream Tag and RES purchasing options, encouraging users to spread the word about the platform.

3.3. E-commerce Marketing and Sales Responsibilities E-commerce Marketing: The vendor will manage and implement marketing campaigns to promote both the Resource Enhancement Stamp (RES) and Dream Tag. This includes digital advertising, social media marketing, email campaigns, and other E-commerce strategies aimed at increasing awareness and sales.

3.3.1 Invoicing and Payment Process: The vendor will invoice NDOW for marketing activities performed and submit invoices in a timely manner. NDOW will verify the activities and, once confirmed, approve and make payments for the invoiced amounts. The vendor will act as the sole entity responsible for selling the RES. All RES fees will be processed through the vendor’s platform and directed to the Community Foundation’s bank account.

3.4. RES Fees and Payment Breakdown: Fees Collected Per RES Sale:

$10 RES fee

$1 Transaction fee

3.4.1. Payment Gateway Integration: A secure, seamless integration with payment processors is necessary to ensure all funds are directly transferred to The Community Foundation of Northern Nevada.

3.5. State of Nevada Payment Breakdown: NDOW will collect $9.90 of each RES sale from the Community Foundation’s bank account. The Community Foundation will retain $1.10 from each RES sale. The Community Foundation will invoice NDOW for $0.90 per RES sale to cover the costs associated with building and maintaining the RES sales website. NDOW will verify the invoices and, once approved, will make the necessary payments to the Community Foundation.

3.6. Reporting and Sales Monitoring: As the Resource Enhancement Stamp Agent, the vendor will provide NDOW with weekly sales reports directly from the sales system, ensuring transparency and the ability for NDOW staff to compare the data for accuracy.

3.7. Transaction Logging and Reporting: Implement systems for generating transparent, auditable records of each transaction. These reports should be accessible by both the buyer and The Community Foundation of Northern Nevada for tracking and compliance purposes. This system should allow both The Community Foundation and NDOW to see the flow of funds at any time for auditing purposes. The vendor will also need to report on sales and marketing to the Dream Tag Board at meetings.

3.8. Record Keeping and Inspections: The vendor will maintain all relevant equipment, records, and documentation regarding the issuance of the RES stamp for a period of at least three (3) years from the date of issuance. NDOW personnel may inspect these records, equipment, and documents during the vendor’s normal business hours at any time to ensure compliance.

3.9. User Experience (UX) Design and Accessibility:

3.9.1. Responsive Design: The platform should be designed to work smoothly across different devices (desktop, mobile, tablet) and web browsers, ensuring a seamless experience for users.

3.9.2. Intuitive Navigation: Simplify the user journey for hunters, making it easy for them to purchase Dream Tags and RES with minimal effort. Focus on clear call-to-action buttons, simple menus, and an easy checkout process.

3.9.3. Accessibility Standards: The platform must meet WCAG (Web Content Accessibility Guidelines) to ensure it is accessible to individuals with disabilities, offering features such as screen reader compatibility, keyboard navigation, and contrast adjustments.

3.10. Non-Discrimination and Fair Treatment: The vendor shall not discriminate against any applicant for the issuance of the RES or Dream Tag based on age, race, color, creed, religion, national origin, sex, sexual orientation, gender identity or expression, or disability.

3.11. Issuance of Stamps or Privileges: No backdating of stamps or privileges will be allowed under any circumstances.

3.12. RES Sales Season: The official RES sales season will be from July 1st through June 30th each year. 3.13. Legal and Regulatory Compliance: The vendor must comply with all relevant provisions of the Nevada Revised Statutes and Nevada Administrative Code governing the Resource Enhancement Stamp program. The platform must comply with federal and state regulations regarding the sale of lottery-type tickets (Dream Tags) and charitable donations (RES). This includes legal restrictions on online sales, data protection laws, and appropriate tracking of sales for auditing purposes. Failure to comply with the terms of this contract may result in probation, cancellation, or legal action as outlined by the state laws and regulations.

3.14. Platform Security and Compliance: Security: The website must adhere to the highest security standards, ensuring all sensitive data (e.g., payment information) is encrypted and stored securely. Implementing Payment Card Industry Data Security Standard (PCI-DSS) standards is crucial to ensure compliance with payment security regulations.
