Scope: The purpose of this RFQ is to solicit and receive qualification packets from qualified digital media buying firms to manage and optimize our paid digital advertising campaigns. The primary objective of this engagement is to drive measurable results, specifically focusing on a pay-for-performance model with well-defined allowable costs per sale (CPA). We are looking for a firm with demonstrated expertise in platforms such as Meta (Facebook/Instagram), Google Ads, and other relevant digital advertising channels.
Scope of the Project:
The selected digital media buying firm will work closely with the USSRC’s internal marketing and Martech teams to achieve the following objectives, with a strong emphasis on performance and efficiency. The areas of services needed include but not limited to the following.

Qualifications and Experience:
The U.S. Space & Rocket Center will select the most qualified professional service provider as outlined in Title 41-16-72.10(3) of the Alabama State Code.
Qualification packets must include a letter of interest, Alabama Vendor Disclosure statement, Business License, DHS E-Verify Document, W9 form, and a comprehensive proposal addressing the following sections.
1. Executive Summary
* An overview of your understanding of the USSRC’s needs and how your
firm proposes to meet them
2. Firm Overview
* Company history, mission, and core competencies in digital media buying.
* Organizational structure and a brief biography of key personnel who would be
assigned to the USSRC account, highlighting their relevant experience in performance marketing
3. Proposed Digital Media Strategy & Approach
* Outline your proposed strategy for achieving the USSRC’s performance objectives
(e.g., CPA targets)
* Detail your approach to platform utilization (Meta, Google Ads, others) audience targeting and campaign optimization
* Describe your methodology for managing to allowable costs per sale
4. Performance Measurement & Reporting
* Define the key success metrics and KPIs you would propose for this engagement.
* Describe your process for weekly performance communication, including the
format and content of reports
* Explain how you will demonstrate measurable successes for the USSRC
5. Technical & Martech Collaboration Plan
* Outline your proposed tagging strategies (e.g., Google Tag Manager implementation,
* pixel placement)
* Detail any specific support or access you will require from the USSRC’s in-house
Martech team
* Describe your approach to data integration and attribution
6. Relevant Experience & Case Studies
* Provide at least three (3) case studies of successful digital media buying campaigns,
with a strong emphasis on performance-based results and managing to specific CPAs.
* Quantify results where possible (e.g., CPA reduction, ROI, conversion volume)
7. Proposed Budget & Pricing Model
* Clearly outline your proposed pricing model, emphasizing how it aligns with a pay-for-
performance approach
* Provide a detailed budget breakdown for services, including management fees,
anticipated media spend allocation, and any other associated costs
8. References
* Provide at least three (3) professional references from clients for whom you have
provided similar digital media buying services, including contact names, titles,
organizations, and phone numbers/email addresses
