University of Louisville Issues Lobbying RFP
The University of Louisville is soliciting proposals from highly qualified firms to provide federal lobbying services on its behalf. The provider of these services will engage with the United States Congress and officials of the United States Government to advance the interests of the University, raise awareness of the University’s goals, and garner support for the furtherance of those goals.
Background:
The University of Louisville is a state supported research university located in Kentucky’s largest metropolitan area. It was a municipally supported public institution for many decades prior to joining the university system in 1970. The University has three campuses. The 287-acre Belknap Campus is three miles from downtown Louisville and houses seven of the university’s 12 colleges and schools. The Health Sciences Center is situated in downtown Louisville’s medical complex and houses the university’s health related programs and the University of Louisville Hospital. The 243-acre Shelby Campus is located in eastern Jefferson County. The mission of the University of Louisville is to be recognized nationally as a premier metropolitan research university. To accomplish this mission, the University pursues excellence and inclusiveness in its work to educate and serve its community through:

- Attracting a diverse student population and providing it with the tools to become engaged citizens, leaders, and scholars; and
- Engaging students, faculty, and staff in service and outreach on a local, national, and global scale.
Scope of Work:
The role of the federal lobbyist is vital to preserving the University’s reputation as a premier metropolitan research university. In order to maintain and further develop the University’s excellence in research, innovation, community engagement, and education, the successful provider will be attentive to the needs of the University and ensure that those needs and their importance are communicated to officials within the federal government.
Responsibilities of the federal lobbying provider will include:
- Establishing and maintaining a strong, positive presence in Washington D.C. on behalf of the University;
- Working extensively with federal agencies, and promoting effective relationships between those agencies and the University;
- Conducting research and keeping a record of all proposed or enacted legislation, regulations, and policies; identifying any that have the potential to affect the University in any way;
- Continual monitoring of the status of the identified legislation, regulations, and proposals, and advocating in the interest of the University where proper;
- Preparing reports on the potential impacts of laws and policies on the University, and creating coordinating proposed plans of action;
- Attending regular and special Congressional sessions;
- Attending Committee meetings;
- Coordinating visits with individual legislators and policymakers;
- Working with designated University staff to establish goals for a given legislative session and offering strategic advice for achieving them;
- Engaging in ongoing communications with legislative and executive policymakers, raising their awareness of the University’s interests, and how specific laws and policies will affect those interests.
- Drafting legislative amendments to advance the University’s interests;
- Monitoring the federal budget process;
- Preparing letters and announcements to federal officials on behalf of the University in regard to the University’s positions and policies on certain issues;
