Scope: The California Department of Social Services (CDSS) is seeking a contractor to develop and conduct a statewide California Food Assistance Program (CFAP) expansion marketing and media outreach campaign. The campaign aims to promote the new CFAP expansion and eligibility criteria, increase CFAP participation, and promote program retention for eligible Californians. The contractor will be responsible for designing and developing a marketing and media outreach campaign using multi-media methods, providing culturally inclusive messaging and outreach materials, and building trust and reducing misconceptions about CFAP participation. The contractor will also be required to collaborate with community-based organizations (CBOs) and other stakeholders to ensure the campaign is effective and reaches the target population. Some key aspects of the project include:
• Developing a marketing and media outreach campaign to promote the CFAP expansion and eligibility criteria
• Providing culturally inclusive messaging and outreach materials to build trust and reduce misconceptions about CFAP participation
• Collaborating with CBOs and other stakeholders to ensure the campaign is effective and reaches the target population
• Conducting research and analysis to inform the campaign and evaluate its effectiveness
• Developing and implementing a plan to track, report, and evaluate outreach campaign deliverables
The CDSS is looking for a contractor with experience in developing and conducting complex, statewide marketing and media outreach campaigns, as well as experience working with diverse populations and communities. The contractor will be required to submit a proposal that includes a detailed campaign plan, budget, and timeline, as well as information about their experience and qualifications.
