Charlotte Water Issues Creative Services RFP

Charlotte Water plans to contract with an agency) for creative services for an ongoing Charlotte Water Flow Free Educational Media Campaign. The City is seeking a Service Provider that will provide timely, cost­ effective and quality professional services to the City to support this effort.

Background:

Charlotte Water works to raise awareness of water conservation, sanitary sewer overflows and the effects of citizens’ behaviors on our local natural resources. Charlotte Water conducts the water conservation, grease free and water leak reduction educational campaign specifically to (1) increase public awareness of water conservation issues as they relate to Charlotte and Mecklenburg County, (2) increase public action/volunteer efforts that reduce sanitary sewer overflows in Charlotte and Mecklenburg County, (3) satisfy a Federal requirement to increase public awareness, (4) increase reporting of water and sewer problems, and (5) encourage behavior change that results in utility cost avoidance such as paperless billing. Charlotte Water is seeking a Service Provider that will provide creative services for its ongoing Flow Free educational campaign.

Scope of Work:

The Service Provider selected under this RFQ will provide creative services to continue the Flow Free campaign. The Service Provider will be responsible for achieving the following objectives:

  1. Utilizing the best combination of media to promote awareness and increase public action that also aligns with the existing Flow Free brand;
  2. Producing a suite of image, video and radio materials that when used together will increase public action/volunteer efforts to reduce sanitary sewer overflows especially for adults age 25-55 with emphasis on moms, millennials and cooks;

The Service Provider should be well versed in all major media, have demonstrated experience in creating media for maximum impact and effectiveness. The Service Provider will also need to demonstrate its ability to meet established schedules, budgets, and The Service Provider’s creative, marketing, and staffing resources may be required to

(a) develop and provide the messages;

(b) provide the talent;

(c) develop consistent look and feel to all creative elements; and

(d) provide creative elements to Charlotte Water digitally and in a format that meets media outlet requirements. To ensure consistency, Charlotte Water can provide existing Flow Free materials and the Charlotte Water Brand Standards in digital format for limited use under this contract.
