Scope: To commemorate the 250th anniversary of the United States’ Independence by engaging Colombian audiences through cultural, educational, and diplomatic initiatives that highlight shared values, history, and collaboration. This celebration will culminate on July 4, 2026, and focus on reflecting on the historic and admirable journey of the United States, honor contributions from all Americans, and inspire a shared vision for future generations of Colombians.

The U.S. Embassy requires professional services to support the implementation of the America 250 initiative in Colombia. These services are essential to ensure the initiative achieves its objectives. Specifically, the Embassy seeks expertise in:

Logistics and Operations related to the recording of 6 songs: securing studio time, session musicians , producer fees, as well as mixing and mastering costs securing a suitable recording space with proper acoustics; scheduling recording, mixing, and mastering stages along a clear timeline arranging for artwork, metadata, and royalty registrations; working through a digital distributor to submit the release to Spotify; and preparing promotional assets like pre-save links, visuals, to drive engagement at launch.

I.          Pre-Production

  1. Song Licensing Clearance –secure mechanical licenses for covers
  2. Artist Rehearsals – Contract local vocalists and musicians; organize rehearsal sessions. (See details in Section 8-Activities Breakdown, Item 1.1.)
  3. Arrangement & Musical Direction – Hire arranger/music director to adapt songs to selected style. (See details in Section 8-Activities Breakdown, Item 1.1.)

II.         Recording

  1. Studio Rental – Professional recording studio with engineer, 2–3 days per song (including tracking & overdubs).
  2. Session Musicians – Additional instrumentalists beyond core band. (See details in Section 8-Activities Breakdown, Item 1.2.)
  3. Lead & Backing Vocal Tracking (See details in Section 8-Activities Breakdown, Item 1.2.)

III.        Post-Production

  1. Mixing – Professional mix for each song. (See details in Section 8-Activities Breakdown, Item 1.3.)
  2. Mastering – Final mastering for streaming platforms. (See details in Section 8- Activities Breakdown, Item 1.3.)

IV.       Distribution Prep

  1. Final Audio Files – WAV and MP3 versions, ready for digital distribution.
  2. Metadata Preparation – Song credits, ISRC codes, track sequencing.
  3. Artwork Design – Album cover and promotional graphics.
  4. Digital Distribution Fee – Using DistroKid, CD Baby, etc., for Spotify release.

V.        Add-Ons

  1. Live Recording Video Content – For promotional use. (See details in Section 8- Activities Breakdown, Item 1.5.)
  2. Promotional Campaign – media adds design. (See details in Section 8-Activities Breakdown, Item 1.5.)

This project requires a vendor with demonstrated expertise in U.S. cultural and educational programming, as well as in facilitating cultural exchange initiatives between Colombia and the United States. The vendor must also possess proven capacity to manage medium- and large-scale music events designed specifically to strengthen bilateral relations. While the vendor will provide specialized skills and execution, all oversight, strategic planning, and final decision-making for America 250 will remain under the direct supervision of PDS Bogotá.
