Potential tasks and responsibilities include:
· Creative Services: Videography, including but not limited to creative direction, script writing, shooting, writing, editing, animated graphics, sound design.
· Strategic Planning: Facilitating strategic partnerships and coordinating public awareness campaigns with partners.
· Media Management: Media buying and planning.
· Event Coordination: Organizing and promoting events related to OhioMHAS initiatives.
This project will allow OhioMHAS to engage services as needed across multiple campaigns or initiatives. While not tied to a specific campaign, the supplier must be prepared to provide timely and responsive support aligned with agency priorities.
The supplier will be expected to meet project timelines, deliver high-quality and impactful materials, and collaborate effectively with OhioMHAS staff and stakeholders.
The supplier should have demonstrated experience working with government entities or public awareness and/or behavior change campaigns, as well as expertise in reaching diverse audiences across Ohio.
MINIMUM QUALIFICATIONS OF CONTRACTOR
Must have experience with behavioral change marketing and advertising. Must have knowledge of the state of Ohio, including demographics, media consumption habits current technology and trends. Must be able to target key messages to appropriate audiences. Must be collaborative and creative, thinking beyond what has been done, to what could be done. Must be responsive and available for reoccurring meetings with OhioMHAS staff. Must have strong reporting capabilities to show ROI and adjust projects to optimize investment. Must have a proven track record of successful marketing/advertising campaigns that meet or exceed identified objectives. Must have experience working with government entities. 5 Revised October 2023 Contractor shall not be subject to an “unresolved” finding for recovery under Section 9.24 of Ohio Revised Code.
ETHICAL AND CONFLICT OF INTEREST REQUIREMENTS
No contractor or individual, company or organization seeking a contract shall promise or give to any OhioMHAS employee any item of value that is of such character as to manifest a substantial and improper influence upon the employee with respect to his or her duties. No contractor or individual, company or organization seeking a contract shall solicit any OhioMHAS employee to violate any of the conduct requirements for employees. Any contractor acting on behalf of OhioMHAS shall refrain from activities that could result in violations of ethics and/or conflicts of interest. Any contractor or potential contractor who violates the requirement and prohibitions defined Section 102.03 or Section 102.04 of the Ohio Revised Code is subject to termination of the contract or refusal by OhioMHAS to enter into a contract.
