DESCRIPTION OF WORK

The Northern Virginia Transportation Commission (NVTC) is requesting proposals from qualified and experienced firms to provide creative services to NVTC to supplement in-house production and to produce visually compelling digital and printed reports, display materials, branded items, advertising assets, and print and delivery support for reports developed in-house.

At the direction of NVTC, the primary duty of the selected firm shall be to provide design concepts for all materials; work with NVTC staff to refine final designs; and to execute printing, production and digital and physical delivery of assets, while providing written estimates for each proposed project.

SCOPE OF WORK

OVERVIEW

A. The Contractor must provide all labor, supervision, materials, supplies and transportation required to complete the scope of services to the satisfaction of NVTC.

B. The Contractor shall produce products that represent NVTC’s brand and display professionalism and quality and adhere to best design practices.

C. The Contractor shall work under the direction of the Communications and Public Affairs Manager and the Marketing and Engagement Manager or their designee.

D. In the performance of this Contract, the Contractor shall comply with Section E – Contractor Terms and Conditions included in this solicitation.

GENERAL REQUIREMENTS

The Contractor shall be responsible for, but not limited to, the following tasks:

A. Provide creative services required to assist NVTC in its effort to achieve communications and marketing objectives to be identified by the Executive Director, Communications and Public Affairs Manager, Marketing and Engagement Manager and the Commission as a whole.

B. Develop and produce tangible materials to support NVTC activities, which shall include promoting public transportation; future transit projects; efforts to gain funding for projects; and other communication and outreach activities.

C. Perform work as required depending upon the Contractor’s expertise and the needs of NVTC, within the areas of producing creative design assets.

ONGOING SUPPORT AND DEVELOPMENT OF CREATIVE DESIGN MATERIALS:

At the direction of NVTC, the primary duty of the Contractor shall be to develop and produce digital, printed and physical branded assets consistent with NVTC’s overall brand presence. Other tasks to be performed may include, but are not limited to, the following:

  1. Design and layout of digital and printed annual organizational report, 50 copies, approximately 50 pages
  2. B. Print and fulfillment support for digital and printed annual report on the “Performance and Condition of WMATA,” 50 copies, approximately 50 pages, including mailing services.
  3. C. Design and layout of digital and printed annual report for the Commuter Choice program, 50 copies, approximately 50 pages, including mailing services.
  4. D. As requested by the NVTC Project Manager, the Contractor will assist the NVTC Project

Manager in developing and/or updating materials to include the following:

  1. Developing branding for NVTC programs or projects
  2. Additional reports, digital and printed
  3. Informational brochures and one-page documents
  4. Informational videos
  5. Public display banners and pop-up displays
  6. Promotional items
  7. Advertising assets
  8. Website and web page layout and design

Individual projects will include 2 rounds of revisions, unless otherwise agreed to by both parties. Tasks and schedule will be dependent on the demands of the individual assets. A work plan schedule would be developed by the NVTC Program Manager for the Contractor and presented at project kick-off and amended as necessary by the NVTC Program Manager.

All final designs shall be provided in the appropriate format(s) for the intended use. All packaged native Adobe design files shall be provided to NVTC.Approved Budget: not to exceed $40,000 per contract year, except in cases where NVTC may receive grant or sponsorship money to fund additional needs.
