General Information

The Workforce Solutions Alamo (WSA) Board serves as the governing board for the regional workforce system, a network of service providers and contractors that bring people and jobs together. We represent the taxpayers of the 13-county Alamo region. Our membership reflects the diverse constituencies of the regional community: business, economic development, education, labor, community organizations and government.

Workforce Solutions Alamo serves Atascosa, Bandera, Bexar, Comal, Frio, Gillespie, Guadalupe, Karnes, Kendall, Kerr, McMullen, Medina and Wilson counties.

Sector Base Model

It is the intent of the Workforce Solutions Alamo to collaborate with the Contractors to contribute innovative strategies in the performance of relevant products and services related to design, implementation, coordination, oversight, and reporting of activities/services to support WSA Sector Base Model.

* Targets a specific industry or cluster of occupations, developing a deep understanding of the interrelationships between business competitiveness and the workforce needs of the targeted industry.
* Intervenes through credible organization, or set of organizations, crafting workforce solutions tailored to that industry and its region.
* Supports workers in improving their range of employment-related skills, improving their ability to compete for work opportunities of higher quality.
* Meets the needs of employers, improving their ability to compete within the marketplace.
* Creates lasting change in the labor market system to the benefit of both workers and employers.

In December 2022, Workforce Solutions Alamo announced it will be sponsoring a Workforce Leadership Academy, a program designed to support leaders in workforce development committed to the advancement of the local workforce ecosystem. Workforce Solutions Alamo was one of only eight organizations chosen from across the country to deliver an Academy in partnership with the Aspen Institute.

PART 2 – SCOPE OF WORK

2.1 Services

Workforce Solutions Alamo (WSA) is seeking proposals from experienced professional firms to provide marketing services to WSA. Currently WSA is engaging in social media, digital print, and grass root marketing/outreach techniques. Our target audience includes, but is not limited to, job seekers, employers, dislocated workers, veterans, individuals with disabilities, youth (ages 16-24) and individuals seeking childcare assistance within our 13-county region.

Agency shall demonstrate written evidence of past performance and business endeavors that align with the purpose, values, and vision of WSA, to provide exemplary cost-effective service solutions consistent with the requirements and specifications of the RFP.

The Awarded Contractor will perform in accordance with the Statement of Work, provisions of this contract agreement and its attachments found herein, and all Applicable Law and WSA Policies and Procedures, attached.

1. Minimum Qualifications

The respondents to this RFP must have the following minimum qualifications. Workforce Alamo Solutions reserves the right to reject proposals which fail to include this information with the Offerors proposal submission.

* Offeror must affirm in writing and provide evidence with their proposal submission: To having provided similar service in scope and size within the past three years for a Non-Profit, Municipal, or Government Agency with a successful implementation.

2. Statement of Work:

The firm selected will demonstrate through their response to this RFP that the work will be performed to the satisfaction of WSA. The firm will be expected to work with WSA in the development and implementation of an overall outreach strategy to promote the programs, services and accomplishments of the WSA.

The Scope of Work will be on a as needed basis to include but not limited to:

* Collaborate with WSA Director of Government and Public Relations, department staff, or designee to develop department and or program material on as needed basis.
* Develop board and /or program material creative assets and collateral such as leave-behinds, posters, video production (for social media) and digital ads. The contractor shall deliver KPI reports for all ad campaigns. Contractor will coordinate with WSA for printing services.
* Support Workforce Solutions Alamo staff in the development of content for WSA and TX FAME Alamo to promote programs, events, and campaigns, including, but not limited to an annual report, websites, and social media channels.
* Develop creative strategies to align and improve creative assets that are needed for general outreach, engagement, and enrollment
* Assist in the development of Sector-Based Model Marketing collateral. Develop a strategic plan with an emphasis on manufacturing, healthcare, education, cybersecurity, information technology, construction, oil/gas, aerospace, and other industries.
* Design and coordinate graphics and wall designs and in the installation of said items for WSA career centers
* Contractor will assist in the development of social media calendar in consultation with WSA departments, including Business Solutions team events so that it has a diverse landscape. Social media calendar should include Sector-Based Model industries.
* Public Relation Functions – Contractor will assist in planning and attending Public Relations Events such as: Ribbon cutting, open houses, grand openings, media exclusives, etc.
* On an as needed basis serve as a public relations / communication consultant to promote Workforce Solutions Alamo’s programs, initiatives, and/or events for community outreach purposes.
* Marketing/Outreach Review to include a full review of all marketing efforts, which will occur every 6 months. This review will identify opportunities for WSA to enhance their marketing/outreach services.
* These services will not include media buys

2.2 Fees/Charges

Respondent(s) must Submit proposed prices, in Attachment B, for the services offered and provide an explanation of the Proposer’s price breakdown for services to be performed. The offered prices will be fixed for each term of the contract. Itemize all applicable fees, detailing all elements including your company’s fee for service for the following: WSA will only consider price/fees or mark-up adjustments upon each renewal term.

Offeror may propose an annual escalation in prices but must keep in mind that the competitiveness of prices will be part of the evaluation criteria.
